    "Content": "With Taipei 2017 Summer Universiade opening in just two days, and water polo, football opening calendars on the 18th, the ticket sale also grew steadily. According to the latest update, both opening ceremony and closing ceremony are sold out. In total, more than 320,000 match tickets were sold as no tickets are available for roller sports, badminton, diving and fencing. Tickets for weightlifting and gymnastics are also going fast with only few left. All tickets are available at ticket kiosk at 7-Eleven, Hi-Life, OK mart convenient stores and official ticket website.The Executive Committee also called on more than 200 brands and 1,000 vending accesses to offer month-long, none-interrupted shopping campaign. Exclusive offer will be honored at selected participating merchants with the presentation of Universiade tickets. More than 80 food brands have participated the campaign such Pizza stores and fast food chains. Offers are also extended to athletes and coaching crew. In addition to advance tickets, 10% of the tickets are reserved to be sold on game day with box office opening one hour before the first match of the day. Each person is limited to purchase four tickets. Pre-sale ticket holders are reminded to present ticket order number, photo ID at the box office to pick up your tickets. All tickets at Universiade are day-tickets without reserved seating. Organizing Committee encourages sports fans to be at the venue early in order to select preferred seats. Box office at all venues open one hour prior to first game of the day.The Executive Committee also reminds sports fans going to Taipei Gymnasium and Taipei Tennis Center on special seating policies. At Taipei Gymnasium both 1st floor and 7th floor will be open at the same time for preliminary and advanced rounds. Fans are also free to select games to watch at different courts in Taipei Tennis Center. Due to limited seating capacity at different floors, flow control may be initiated when necessary. Audience will be advised to attend less-participated games under certain circumstance.Executive Committee also announced that no video recorder will be allowed in the venue. Images taken by camera, mobile phones can only be used for personal and non-commercial purpose. In order to promote the safety of the tournament, security check posts are all installed at all venues. Executive Committee encourages the public to abide the security check procedures. The participants are also reminded that lighter, pressured can, selfie stick, bag exceeds 50x50x50cm in size and professional camera equipment are among common prohibited items.     "Content": "2017 Taipei Summer Universiade will be held over a period of 12 days next year, from August 19 through 30. After numerous visits by the International University Sports Federation (FISU) and International Technical Committee (CTI), the Taipei City Government is inviting four other municipalities and 14 universities to co-host the event. Of the nearly 60 venues slated for the competitions, 14 had been completed by late November 2016; the first to be finished was the Taipei Gymnasium (for badminton), followed by the Neihu Vocational High School Gymnasium, Taipei Municipal Nanhu High School Gymnasium, Central Police University Martial Arts Stadium, Beitou Resort Gymnasium, Taipei Arena Basketball Stadium, Taoyuan City Athletic Field, Taoyuan City Swimming Pool , Taipei Municipal Chenggong High School Gymnasium, Hsing Wu University Gymnasium , Yingfeng Riverside Park Football Field, University of Taipei (Tianmu) Athletic Field, Yingfeng Riverside Park Roller Sports Rink, and New Taipei City Banshu Gymnasium.The Summer Universiade will leave behind more than just the venues. Other tangible and intangible results will also be preserved, including the integration of social resources, green sustainable development and environmental protection, improvements in urban transportation, economic benefits, and the popularization of sports.     "Content": "Among the 53 venues of the Taipei 2017 Summer Universiade, the first competition venue - Taipei Gymnasium - was completed on the 13th of October, 2016. Five other training venues - Taipei Neihu Vocational High School Gymnasium, Taipei Municipal Nanhu High School Gymnasium, Central Police University Gymnasium and Beitou Resort Basketball Court and Taipei Arena has also completed.The main renovation of Taipei Gymnasium included replacing the aging elevators in order to ensure safety. The additional space arrangement and movement route will also be re-designed to make things easier for the athletes and the participants. The interior walls were re-painted and new lights were installed to meet the competition requirements. The seats and the floorboards were replaced. In addition, the railings were removed and replaced by transparent glasses to provide the audience a better view. During the renovation, the Department of Sports, Taipei City Government was also busy applying for AED certification, and the emergency first response training of the administrative staffs. This is to further improve the safety and security operation at the venue. Taipei Gymnasium will be renewed with a new look for participating in the Taipei 2017 Summer Universiade and it will open a new chapter for the stadium.",

    "Content": "The library of the Department of Civil Servant Development(DCSD) is opened for the public from April 1st, 2015, in order to revitalize the space and collection of the library.According to Commissioner, Dr. Paul Chao-Hsiang Chu, the DCSD has collaborated with Taipei Public Library to apply its book borrow and return technology -the Library RFID System, allowing the public to be able to reserve books online and then within a few hours to be able to pick them up at the library branch in their neighborhoods. Through this convenient service the DCSD hopes to  provide the public with an easier access to its library resources and increase the circulation of the library collection.The book collection of the DCSD library features “human resources,” which serves as a complementary characteristic compared with the other public library branches, offering the public a more variety of reading choices.Since the DCSD is located in between Wanmei Village, Xingguang Village and Xingchang Village, residents in these areas can visit the library and enjoy reading books in this cozy and pretty “niche” of Wenshen District.The open time for the DCSD library is from 8:30 am till 5:00 pm from Monday to Friday, but it’s closed on weekend.     "Content": "Taipei Feitsui Reservoir Administration (TFRA) evaluated the water demand and noted the supply water of Metropolitan Taipei area is sufficient till end of this April.The water level of Feitsui is El. 164.78 meters , the effective storage volume is 288 million cubic meters, on January 29st, 2015.TFRA increases water supply to Taipei Water Department for Ban-Xin district of New Taipei City. Water demand of Ban-Xin district is supplied by Feitsui and Shihmen reservoirs together, as a consequence of Shihmen Reservoir drought, Feitsui Reservoir increases water supply to meet the demand. Taipei Water Department supplies 460,000 cubic meters of water per day to Ben-Xin district recently. The cumulative total of water supply from November 2014 till February 2015 is 36 million cubic meters. TFRA will continue to increase water supply for Ban-Xin district.Although the water is able to satisfy the consumption till April, however, the public is also reminded to use water adequately and always treasure the precious water source.",

    "Content": "The XinDian police department announced that four suspects were accused of placing poisonous substance into water source to poach fish, which was against criminal code of article 190. On July 14, a large number of fish were found dead floating along Jing-gua-liao creek, a main tributary of Feitsui Reservoir. Taipei Feitsui Reservoir Administration (TFRA) and other related authorities collaborate to identify the reason of the unusual death of fish. According to examination report by Taiwan Agricultural Chemicals and Toxic Substance Research Institute, the deaths were caused by rotenone, a common-use pesticide. TFRA acknowledged the great efforts put forth by the police to solve the case. In the future, TFRA hope the river rangers in the headwaters will increase patrols to keep the creeks safe.",

For many years, Ms Liu has passed on the message of love and bravery by giving dolls named \"Courage,\" which are designed and hand-made by herself, to children at the Morakot-storm-devastated areas in Taiwan as well as children at 311 tsunami-affected areas in Japan. However, in 2013, Ms Liu encountered a twist of fate. She was diagnosed with breast cancer at stageⅡ, which had spread to the lymph nodes.     "Content": "The 3rd route evaluation meeting of \"Taiwan Railway Administration (TRA) Nangang to Hualian Speed Improvement Plan\" was held on April 22nd with 3 alternative routes while 2 pass through Feitsui watershed. For the purpose of water resources conservation, Taipei Feitsui Reservoir Administration (TFRA) has been against the routes of New Taipei-Yilan railway passing through Feitsui watershed. Taipei city Mayer Hau also claimed in the municipal meeting that New Taipei-Yilan railway should keep away from Feitsui watershed.Owing to the importance of water resources, the meeting concluded by recommending that only one bypassing Feitsui watershed as the most feasible route. TFRA expressed, “It is a judicious choice.” However, this recommendation still needs to be approved by the Executive Yuan. TFRA will continue to express our concern about this project.",

    "Content": "The global climate change results in severe impacts on the environment and ecosystem. In order to construct a low-carbon, green-energy reservoir, Taipei Feitsui Reservoir Administration (TFRA) voluntarily started to proceed with the inventory project of greenhouse gas (GHG) emissions and a managerial plan of carbon neutrality in 2011. Through two years of hard work, on March 24, 2014, TFRA was proud to obtain the “Carbon Neutral” certification issued by the Environmental Protection Administration Executive Yuan. Feitsui Reservoir is the first reservoir to earn \"Carbon Neutral\" certification in Taiwan.In 2012, TFRA begun planning the carbon neutrality, and declared the commitment to achieve carbon neutrality goal using TFRA carbon dioxide equivalent (CO2e) emissions from 2011 as the base year. Proceeding through various programs of carbon reduction and energy saving, such as the introduction of green energy vehicles (electric cars and electric boats) and green electricity generated by Feitsui hydro power plant; TFRA has successfully reduced 29.51 tons of CO2e, an 8.3% carbon reduction, surpassing the original target of 5.5% in 2013. Additionally, TFRA achieved 327.04 tons of offset carbon credit by the environmental education services, in which it has successfully reached the carbon neutral goal.",

    "Content": "In order to mark World Water Day (March 22), Taipei Feitsui Reservoir Administration (TFRA) invites watershed residents and volunteers to plant arbors including camphor and other native species trees to protect the water resources.The 1.6 hectares plantation field belonging to the state was occupied illegally for years to plant betel nut trees. For the protection of water resources, TFRA decided to remove all of these illegal trees and plant arbors to conserve water and soil. In addition, this plantation area will be a part of reservoir buffer zone to alleviate water pollution.     "Content": "     Due to Mayor Hau’s unceasing efforts to promote and advocate public sports, Taipei City is the first of six major cities to pioneer surveys on the sports participation of citizens with the Survey on the Sports Participation of Taipei Citizens, with 12,859 Taipei citizens over the age of 13 being interviewed. According to the Survey, besides work and housework, 83.3% of the citizens do sports as an extracurricular activity. 45.6% of the citizens exercise regularly, i.e. at least 3 days a week and more than 30 minutes each day. Based on this rate and the population over the age of 13 (2,358,391 people in total, by September 2013), it can be estimated that around 1.07 million citizens work out regularly. Further analysis shows higher regular sports participation rates among the males, senior citizens, and students aged between 13 and 17, whereas females, adults aged between 30 and 44, white-collar workers, and blue-collar workers yield lower rates.Concerning the place where people do sports, 77.9% of the interviewees prefer outdoor activities, while the other 21.8% opt for indoor activities. In regard to exercising alone or with others, 43.7% of the citizens work out individually, while 29.3% exercise with friends and 26.8% with family. As for the favored workout time, 35.2% of the citizens prefer exercising at night, 26.8% in the morning, and 21.3% in the afternoon.What are Taipeians’ favorite sports? The statistics show that walking is ranked top, according to 42.9% of interviewees. Jogging (25.4%) comes next, followed by cycling (17.4%), hiking (15.4%), basketball (13.9%) and swimming (12.6%). Cross-analysis shows that students aged between 13 and 17 prefer basketball among other sports, adults aged between 18 and 34 favor jogging, while the middle aged and senior citizens opt for low-intensity walking. According to Commissioner Ho of the Department of Sports, Taipei City Government, this large-scale telephone survey, in which more than 10 thousand citizens were interviewed, provides an insight into the actual sports participation and sports development of Taipei City, and will serve as a basis for future sports policies that, in order to achieve the ideal of “sports for all”, can be tailored to meet the individual requirements of each sport’s demographic characteristics.",

Trami typhoon is estimated to bring an upswing of 60 million tons of water. As of noon on Aug. 22, the reservoir water level was 160.72 meters and continued to rise.The Reservoir further stated that the landing of Typhoon Trami happened to coincided with the seasonal high tide and to help reducing downstream river level, the reservoir communicated closely with Central Weather Bureau and Weather Center, Weather Wing, C.A.F., R.O.C. to collect comprehensive rainfall information. Therefore, the reservoir was able to increase water storage volume to accommodate the massive amount of incoming flood water. Hence, no flood water was released during the entire period of the typhoon. The flood operation also successfully prevented downstream flood.",

    "Content": "The Department of Civil Servant Development (DCSD), Taipei City Government, receives multiple international awards and wins international recognition.It has been more than 10 years since the DCSD established the Taipei e-Campus website. With outstanding achievement in fostering digital learning environment, we successively participated in the competitions of ASTD, IFTDO and BrandonHall Group, and have stood out among competitors from worldwide organizations and therefore honorably won the international renowned recognitions of “2011 Excellence in Practice Citation” , “2012 Certificate of Merit, Best HRD Practice” and “2012 Gold, Best in Learning Technology Implementations”.The DCSD attributes the winning of the awards to the digitalization of the in-class course of fundamental volunteer training, which has then been put on the Taipei e-Campus website for interested individuals. After a series of marketing activities, the course has been promoted nation-wide and successfully increased the willingness of participation among potential volunteers.     "Content": " The National Games has the largest scope and highest quality among all the domestic sports events, which will be held on October in Taipei City. This biyearly event is held again by Taipei City after 19 years since 1994. The Taipei City Mayor Hao Lung-ping expects all the participating athletes to display sportsmanship and strive for honor. He also welcomes everyone to come to Taipei and join the 2013 National Games to feel the enthusiasm and effort of Taipei City. The 2013 National Games will be held from October 19th to 24th in Taipei City. There will be swimming, gymnastics and 34 other sports tournaments. By that time all the elite athletes from every city will gather in the northern part of Taiwan and compete against each other. Shihmen reservoir confronted water shortage risk, hence, Feitsui Reservoir increases water supply to districts of New Taipei City to ease the regional water shortage risk. Feitsui Reservoir Administration (FRA) estimated the water consumption for Taipei metropolis is fully abundant till May.FRA reported that the accumulated rainfall is 373.4 mm this year; it is slightly higher than the historical average rainfall of 365.3mm for the same period. The reservoir water level is 166.01 meters at 8:00 a.m. on Feb. 19, which is 4.53 meters higher than the historical average of 161.43 meters. Moreover, the effective storage is 300 million cubic meter, which is 39 million cubic meters higher than historical average.FRA Commissioner Liou expressed that Feitsui reservoir storage capacity at present time is sufficient to supply not only Taipei City but also districts of New Taipei City. The water conveyed to New Taipei City has increased from 125,000 cubic meters per day at the beginning of the year to 294,000 cubic meters at present time. FRA will participate the joint water resource allocation plan proposed by the Water Resources Agency to support New Taipei City water consumption and assist in alleviating Shihmen Reservoir Water Supply.FRA indicates that the water demand of Taipei metropolis and districts of New Taipei City will be fully sufficient until May, according to the forecast by the Central Weather Bureau. However, FRA urges citizens to save and cherish the valuable water resource to prevent water rationing.",

    "Content": "Source：Taipei Times,101.12.31Taipei new year’s party expects 800,000 revelersBIG BLOWOUT:The party will feature performances by A-mei and Aaron Kwok, and a 188-second fireworks display, with Xinyi businesses and the MRT open lateBy Mo Yan-chih  /  Staff reporter     With an estimated 800,000 people expected to crowd Taipei City’s Xinyi District (信義) for the new year countdown party and Taipei 101 fireworks display tonight, the Taipei City Government yesterday called on the public to take advantage of public transportation and help to keep the venue clean as it aims to complete the clean-up before the New Year flag-raising ceremony at 6am tomorrow.     The annual countdown party will begin at 7pm in front of Taipei City Hall, featuring top pop stars, including Hong Kong singer Aaron Kwok (郭富城) and Taiwanese diva A-mei (張惠妹). President Ma Ying-jeou (馬英九) and Taipei Mayor Hau Lung-bin (郝龍斌) will join the evelers minutes before midnight and count down to the new year and 188 seconds of fireworks at Taipei 101.     In addition to the main venue at the plaza in front of Taipei City Hall and Taipei 101 Mall, several sites around the city are also recommended to enjoy the world-famous fireworks show, including Elephant Mountain and Tiger Mountain in Xinyi District that overlook Taipei 101, the Maokong area and Jiantan Mountain in Shilin District (士林).     Lin Yu-yi (林裕益), director of Taipei’s Geotechnical Engineering Office, said that the office has designed a “camera platform” on Elephant Mountain so camera lovers can take pictures of the fireworks show from the best possible angle, while urging the public not to set up camera tripods along the trails or on top of the mountains to compete for photography spots. The office has dispatched staff to remove tripods set up around the mountains with the assistance of the police, he said, encouraging the public to arrive at the mountains early today to find a good spot to enjoy the fireworks. Most shopping malls, restaurants and movie theaters in Xinyi District will stay open until 1am to keep the partygoers entertained after the countdown activities.     A three-phase traffic control will be imposed in the area, with Keelung Road, Renai Road, Kuangfu S Road, Zhongxiao E Road, Songren Road and Xinyi Road closed to all vehicles at pm.      Taipei Rapid Transportation Corp will provide non-stop service on all MRT lines. Trains are set to run every 2.15 minutes at peak hours, Taipei City’s Department of Transportation said.     After the countdown party, 160 shuttle buses will be available to help passengers leave Xinyi District from 12am to 2:30am tomorrow. Passengers can take the buses at any bus stop in the area.     Taipei City’s Department of Environmental Protection also encouraged people to help keep he venue clean as it sets up 36 “moveable garbage cans” today to collect trash more quickly.     According to Chiu Kuan-hou (邱寬厚), a division chief at the department, more than 500 cleaning team members will join volunteers to carry the garbage cans around the venue to collect garbage, aiming to complete the clean-up work before 6am on Tuesday as the city prepares for the New Year’s Day flag-raising ceremony.     The countdown party and fireworks display left the city with 17.5 tonnes of garbage last year, he said, calling for the public to cooperate with the department’s efforts to reduce garbage and clean up the venue more efficiently.",

    "Content": "To further improve the water quality of Feitsui Reservoir and to strengthen interaction with upstream residents of Shiding District, Feitsui Reservoir officials led by Commissioner Liou visit Yong-an Community on September 12th, 2012 and gave out Environmental Protection Administration (EPA) certified phosphate-free laundry and dish detergents. These certified detergents effectively reduce emissions of phosphorus and other substances in the water. The estimated annual inflow of phosphorus content decreases by approximately 3,450 kg and will greatly enhance the overall water quality of the reservoir.Feitsui authorities said the survey found that the main sources of phosphorus are from domestic sewage and the vast majority are from the day-to-day use of Non EPA certified laundry and dish detergents. Such detergents contains phosphorus ingredients as high as 2% -12%, more than the 0.1% of EPA certified detergents.Commissioner Liou cannot stress more that by promoting phosphate-free detergents around the reservoir area, not only it passes Central Government environmental protection policy, it is also inline with the “Spirit of Water Conservation and Compensation Fee”.     "Content": "During Saola typhoon, Feitsui Reservoir has taken in high turbidity floods, causing muddiness water. To prolong the life of the reservoir, without influencing tap water supply, the reservoir has taken steps using hydraulic de-silting to purify the water. Recently, concerned citizens have phoned the reservoir officials regarding turbidity water being release after Saola. The officials stated the reason of releasing turbidity water right after a typhoon is to remove highly muddiness water away from the reservoir as soon as possible to prolong the life of the reservoir and increase the water quality.River sedimentation buildup is a natural phenomenon, without Feitsui Reservoir intercepting the turbidity flood from upstream of Peishih Creek; the downstream riverbed will be sourced by turbidity water. Therefore, with reservoir’s “Operation of Storing Clear and Releasing Muddy”, not only can the reservoir effectively reduce flow of silt water flowing downstream but it can also balance downstream riverbeds from overcrowded sediment.According to Water Resources Agency’s reservoir integrated management program, the requirements for all national reservoir hydraulic de-silting operations are decreasing reservoir sedimentation buildup and restoring the function of sand transportation of rivers. Taipei Feitsui Reservoir Administration and Water Resources Agency will continue to implement hydraulic de-silting operations and providing a sustainable use of the reservoir.",

    "Content": "Taipei Feitsui Reservoir Administration (TFRA) has completed thirteen “Metropolitan Taipei Water Source Tours” to promote water resources education. The tour activity is held twice a month during weekends, from March to May, October to December and only one tour will be held in June. Each activity is open to 350 citizens and can be registered on TFRA website. TFRA stated that the tour is designed to let visitors understand the linkage between the reservoir and human life through ecological environment studies and site visiting. With the understanding of the importance of water conservation, people will cherish the water and environment more in their daily life.TFRA announced that on Nov. 17th, 2011 “Feitsui Reservoir Eco-Education Learning Center” is the first central government certificated eco-education center among public organizations. In order to inspire water eco-education and building a low-carbon, green energy, and ecological reservoir environment, the designed tour is to hike from the reservoir’s eco-education center to the dam site. While along the hiking trail, a trained professional volunteer will be giving lecturers on the abundant reservoir’s natural environment and the hydrological process.The commissioner of TFRA, Dr. Ming-Lone Liou stresses that climate change has resulted an impact on the environment and urging each individual to do a small part to help save the earth.     "Content": "資料來源：TAIPEI TIMES,101.02.11Taipei opens four new hiking trailsFAMILY FUN: Various paths are being joined up to form loop trails, with gentle gradients suitable for the elderly, who form a large population among hiking enthusiasts.By MO YAN-CHIHSTAFF REPORTER     The Taipei City Government yesterday introduced four new hiking trails in Xinyi(信義), Shilin(士林) and Beitou(北投) districts, bringing the total number of hiking trails to 129 amid plans to develop a different “personality” for each trail to attract more hikers.     The four hiking trails, the Tiger Mountain(虎山) ecology trail in Xinyi, the green mountain trail in Shilin, and the wind’s tail and waterwheel hut trails in Beitou, are loop trails with gentle gradients and recently established observation decks, and are perfect for families and the elderly, Lin Yu-i(林裕益), director of Taipei City’s Geotechnical Engineering Office said.     Taipei Mayor Hau Lun-bin(郝龍斌) yesterday joined members of a local hiking group to experience the Tiger Mountain ecology trail and said he expected the paths to promote outdoor sports and recreational activities.     “Many of the hiking trails are designed for families and the elderly, who account for a large percentage of the hiking population. Hiking is a good way to enjoy the city’s landscape and we hope to encourage more people to join the hiking fraternity with these well-designed trails,” he said.     The city government started promoting hiking rails in 2005 with easy public transport access and lower gradients, and there is a total of 100km of trails so far.     Lin said the city would budget NT$60 million (US$2 million) this year to maintain trails and link existing paths to form loop trails.     In Wenshan District(文山), for example, the city government will connect three trails in the popular Maokong(貓空) area to let visitors combine a hike with a ride on the Maokong Gondola.      Lin said the city government also offers a free app on trail information for smartphone users to download, as it seeks to attract a younger crowd to join outdoor activities.     The app “GoHikingTaipei” is available for Android and Windows phones and it will be available for iPhone users by the end of this month, he added.",
