The building exterior is designed to break away from traditional stereotypes associated with mortuary architecture. Warm color tones were chosen to balance the functionality and sensitivity to users, mourners, and community perceptions. The design is harmonized with the existing structure (the Jingyang Building Phase I) and the surrounding environment to create a unified visual identity.

Completed on February 29, 2024, this facility now serves as Taipei’s primary venue for mourning services, fulfilling the city’s comprehensive life-cycle service needs—from birth and aging to illness and death—helping to bring dignity and completeness to the final chapter of life.

Taking into account the conditions of the site and surrounding environment, the building mass was carefully arranged according to the platform height differences, adjacent road elevations, and the functional and spatial requirements of the school. By introducing functional spaces and employing techniques such as directionality, transitions, and light/shadow interplay, the design creates a captivating sequence of spatial experiences in a previously underutilized corner of the campus.

The specialized classrooms feature void spaces and include large staircases and accessible ramps that connect to the upper-level outdoor sports platform. This area not only serves as a space for classes and relaxation, but also facilitates natural airflow. The elevated sports courts, performance space, central courtyard, and lawn with large trees are linked together to form a sequence of activity spaces.

By establishing the core platform of the west-side multilevel connectivity system at Nangang Station, the project links elevated pedestrian pathways with ground-level activities, enhancing interaction between the two. Meanwhile, it contributes to shaping the section of Civic Boulevard in Nangang into a symbolic city green corridor. It aims to become one of Taipei’s most desirable, tree-lined, people-oriented leisure streets and a model of resilient urban space, offering citizens a more comfortable and pedestrian-friendly environment.

The project continues the efforts of improving the pedestrian environment along Sections 1 to 3 of Zhongxiao East Road and aligns with the East District Revitalization Project. The core concept centers on creating a high-quality, people-oriented environment and connecting the green corridors of the Eastern District. The project targets the southern and northern sides of Lane 135, Section 1 of Fuxing South Road, including the central parking lot area. Through connecting the southern road section, adjusting the roadway cross-section layout, and reviewing existing facilities and accessibility, the project introduces a large-scale green plaza into the bustling commercial Eastern District. In addition to the use of permeable pavements and sunken green spaces, the design incorporates scenic lighting elements to evoke the historic image of the Liugong Canal, creating a pedestrian plaza that is people-centric, resilient, and intellectually engaging, thereby improving the overall pedestrian environment.

3. The location of violation should contain a background, such as a specific building, signboard, clear address, or bridge, as supporting details.
4. The action of littering waste (continuous shooting is preferable). When shooting with a camcorder, please shoot the whole process. If the violator drives a car or motorcycle, shoot the plate number, also including the face of the violator to facilitate verification.
5. In addition to the above photo contents, please also describe (in writing) the violation (who, what, when, where, why).

According to the “Taipei City Regulations for Rewarding the Report of Violations of the Waste Disposal Act”, after the verification and confirmation of punishment, the DEP will release a reward at a specific percentage of the paid-in fine. Hence, after the violator pays the fine, the DEP will notify the informant to collect the reward.
2. For verified reports with confirmed punishment, after checking the payment of fine from the computer system and applying for reward release with a request for approval, the DEP will notify the informant to provide his/her personal bank account, the photocopy of the ID card, and a statement of receipt. 1. Official Statistics

• (1)Advancing the Official Statistics
  The official statistics are the statistical reports generated from the processes and results of duty performance of government agencies. In order to enhance the official statistics as reference in making decision, the Department of Budget, Accounting and Statistics (DBAS) issues the classified program for the statistic scope of Taipei City Government (TCG). Based on this program, it is required to include the statistical results of important operations within each agency's Official Statistics Plan, and to add, delete or modify the statistical reports timely.
• (2)Preparation & Review of Statistical Data and Issuing Statistical Publications
  After reviewing and analyzing the statistical reports from all agencies in detail, the DBAS will compile and prepare the "General Report on Statistics of Taipei City Government" and submit it to the Directorate General of Budget, Accounting and Statistics, Executive Yuan (DGBAS) annually in accordance with related laws. In addition, the DBAS also publishes statistical periodicals to enrich the information for decision making, such as "Taipei City Statistical Yearbook ", "Taipei City Statistical Abstract" in Chinese/English version, which are issued by year, and "Short Report on Important Statistics of Taipei City", which is issued by month. In addition to those publications, the "Statistical Weekly Report on Municipal Administration" which covers the citizens' concerned topics on municipal administration is also published through the TCG and DBAS websites every Wednesday since May 11, 1999.
  Furthermore, DBAS also researches and submits some analytic reports on special projects non-periodically to improve the statistics on the duties performance. This kind of statistical reports can be used as references for the head of each agency when setting future policies and reviewing performances.
• (3)Compiling Taipei City Important Statistical Indicators
  
  • a.Book and Brochure of Important Statistical Indicators
    Since 1997, DBAS has compiled various Taipei City statistical indicators annually. These indicators are divided into 15 categories and published in the formats of a book and a brochure. Both are offered for the head of TCG's each agency.
  • b.Important Statistical Indicators on Districts
    To show the differences among the 12 administrative districts in Taipei City, DBAS has published "Taipei City Statistical Indicators on Districts" which includes indicators for 13 categories. The publication is offered for the head of TCG's each agency and 12 administrative districts.
  • c.Maintaining the Definitions and Explanations of Important Statistical Indicators
    In order to have the usage of the important statistical indicators more precise, the DBAS continues to revise the associated indicators' definitions and explanations.
• (4)Establishing Comparison Benchmarks for National and International Cities
  In order to improve the competitiveness of Taipei City, there are 50 statistic benchmarks in 14 categories listed to be the judgment & comparison items. The DBAS starts to publish the analysis report on the judgment & comparison of national counties and cities from the previous year annually since 2000. As to international cities, the DBAS also designs questionnaires in accord with listed indices and sends them to 40 famous international cities that feature similar characteristics to Taipei City for yearly data collection. Due to the differences of statistic systems and statistic registration mode between cities, some statistical data are unavailable or different in time scale that results in only few data can be re-calculated for usage. Thus it is required to communicate with those cities for data re-collection. The DBAS already collated and analyzed the obtained data and put them on its website. Those data can be used as a criterion for TCG in drawing up policies and be the references for public.
• (5)Reviewing the Executive Plan for Statistic Survey of Agencies in TCG
  In order to prevent the statistic survey of each TCG agency from overlapping, minimize the interference with citizens, and attain the goal of survey smoothly, the statistic surveys of TCG agencies are handled in accordance with the Enforcement Rules of Statistics Act which requires each agency to prepare detailed survey plans in advance and submit its plans to DBAS for review. Through this requirement, errors in statistic surveys can be reduced, and the scope of the survey can be expanded to meet the citizens' demand for convenience.
• (6)Enriching the Contents of Statistic Information Service Network
  The Chinese DBAS website was launched in July 1997 and has been continually updated. It offers the following statistical items for the public: statistical e-books, gender statistics, Statistical Weekly Report on Municipal Administration, statistics drawing Taipei and statistical indicators, etc.

2. Community Statistics

• (1)The Survey on Civil Economic Activities in Taipei City
  
  • a.The Family Income and Expenditure Survey
    The purpose of statistic survey on family income and expenditure is to be aware of the changes in Taipei citizens' standard of living. Based on the result, the city government will set up programs to improve the living standard and social welfare for citizens. The survey can be conducted in two methods: field survey and tally survey. The DBAS conducts these surveys by year and by month respectively, and issues reports on survey results for the reference of related agencies and the public.
  • b.The Statistic Survey on Price
    The purpose of statistic survey on price is to collect the unit prices of various commodities and the prices of labor services. Based on these price data, the DBAS will draw up various price indices by using statistical methods to observe the price level and to measure the changes in the currency's purchasing power. It can also be used to draw up financial policies and adjust the supply/demand of commodities. There are several indices of commodity-price issued monthly, including the Indices of Consumer Price in Taipei, and the Indices of Construction Cost in Taipei.
• (2)Assisting the Central Government to Conduct Statistic Surveys
  Most surveys with responsibility taken by the central government, such as national incomes, industrial & commercial economy, and manpower resources statistics, are actually executed by local governments. The DBAS usually supports the central government in periodical and non-periodical surveys, such as:
  
  • a.The Employees' Earnings Survey, and The Manpower Survey with additions – Monthly
  • b.The Survey on Motor Vehicle Freight Traffic – Biannually
  • c.The Survey on Wage by Occupation, The Employee Turnover and Movement Survey, and The Survey on the Construction Industry – Annually
  • d.The Industrial Production Costs Survey, The Private Sectors' Construction/Renovation Survey, and The Agriculture, Forestry, Fishery, and Animal Husbandry Census, and The Industry and Service Census – every 5 years
  • e.The Population and Housing Census – every 10 years
  • f.Other non-periodical surveys

1. To encourage social participation and deploy social forces in place to address issues in question.
2. To create a friendly environment for the development of mutual coordination and cooperation among civic organizations.
3. To synchronize social resources working towards better quality of life for all citizens.

Services

A. Guidance and Registrations of Civic Organizations, Cooperatives, and Mutual-aid Savings Societies

1. There were 4,979 civic organizations as of the end of December, 2025, including 3,651 social organizations and 499 occupational organizations.
2. Guidance and registration of cooperatives: There were 221 cooperatives as of the end of December, 2025, including 208 consumer cooperatives, 13 subordinate cooperatives, and 1 cooperative farm.
3. 14 Mutual-Aid Savings Societies
4. DOSW facilitates independent operations of civic organizations, cooperatives, and mutual-aid savings societies. Training programs and conferences are held to expand the knowledge base and capacity on organizational development for these establishments, cooperatives and societies.

B. Guidance and Registrations of Community Organizations

The boundaries of communities were first drawn by the District Office, based on the historical/cultural backgrounds, geographic makeup, compliance and needs of the neighborhoods. The community development association may also be initiated by a body of at least 30 community residents to register with DOSW. The number of the community development associations registered in Taipei City was 378 as of the end of December, 2025.

C. Training Community Leaders Community development is best executed when local residents are involved in improving their neighborhoods. With that in mind, training programs such as "Training on Special Community Issues," and "Community Practicum" were designed to expand experiences and to inspire community residents' interests in community work.

D. Promotion (or funding) of Cooperation Projects among Associations

1. A new project, "New Hometown‧Pleasant Neighborhood" aims at promoting cooperation among community development associations within the same district or even across districts was launched. Community visitation and roundtable discussions are common practices to foster mutual understanding.
2. The Community Culture Development Program is intended to foster local cultural identity and encourage a sense of unity among its residents. Professional groups are also enlisted to generate a collective force and consensus for this program.
3. Community Appraisal is effected to stimulate further community development endeavors. Experts, scholars, representatives of localities, plus DOSW officials in charge of community development will participate in the appraisals.

E. Supervision of Fundraising Activities

All groups, schools, associations, or agencies who wish to organize open fundraising activities, must notify DOSW for permission. DOSW also oversees the disbursal of funds to ensure that they are used properly and as previously planned.

F. Integration of Social Groups to Participate in the Provision of Social Services

1. DOSW is an intermediary that liaises among groups of underprivileged persons with more resourceful organizations through various projects. With this assistive measure in place, the groups with limited access to resources may grow stronger and more stable.
2. DOSW constantly publicizes related welfare information, highlighting the principle of prioritizing the interests of disadvantaged groups.

(2) Proof of identity: A photocopy of the passport that is authenticated or notarized by the R.O.C. embassies or overseas missions, or a photocopy of any of required identity documents, e.g., passport or Alien Resident Certificate, that is authenticated or notarized by other civil notary offices.

Name: Taipei City Self-Governing Regulations for the Business Health Management

In case of any discrepancy between the English version and the Chinese version, the Chinese version shall prevail.

• (1)Distribution budget – Planning and Approval
  The distribution of budget shall be carried out in accordance with the executive progress of programs. Based on accurate planning and control, it can achieve a perfect financial arrangement. Before the budget is implemented, each agency shall prepare distribution budget and submit it to the Department of Budget, Accounting and Statistics (DBAS) for approval. During a fiscal year, if any agency needs to change the original execution program or adjust executive progress other than those distribution budgets whose execution periods expired, it should apply to modify the distribution budget for collection or expenditure in advance.
• (2)Restriction on Shifting Fund for Undesignated Purposes
  Shifting funds from one finance activity to another activity is an important measure allowing flexibility in the execution of budget. Attaining the goals set for administrative programs depend on the flexible execution of budget to attain. In order to meet the actual demand of each agency, the Budget Act restricts such shifting to a limited number of accounts. In addition, in order to permit flexibility in the execution of budget and, at the same time, control of such execution, the DBAS shall set a limit on the ratio of the fund that could be shifted in or out of an account for sub-programs.
• (3)Establishment of Reserves & Overall Arranging Accounts
  During the period from the beginning of the budget preparation to the time of execution, some unanticipated causes or socioeconomic changes may make the budget insufficient or unable to meet the requirements. To allow flexibility and attain the goals set for administrative programs, the Budget Act authorizes the setting of the reserve fund. The first reserve fund is set in the budget of competent agencies and the secondary reserve fund is set in the general budget for Taipei Municipal Government. Additionally, some overall arranging accounts are set in the general budget, including National Compensation Foundation, Reserve Foundation for Disaster, and Retirement & Consolation Pay for Government Employees.
• (4)Evaluation of Budget Execution Performance
  
  • a.In order to monitor government agencies for saving regular expenditures and ensuring the actual execution of capital expenditures, the budget execution performance of each government agency will be periodically submitted to Taipei City Executive Meeting for evaluation.
  • b.Establish the "Awards and Penalties Directions for Evaluation of Budget Execution Performance of Agencies of Taipei City Government (TCG)". According to this direction, if the actual execution ratio of one agency – which is related to the annual revenue, capital expenditure planning budget, and supplement granted from central government – cannot reach 80% without any uncontrollable reasons, persons in charge of the agency will be punished. On the other hand, persons in charge of the agency with excellent budget execution performance will be rewarded.

2. Execution and Control of the Subordinate agency budget

• (1)Stage-by-stage Execution Plan and Receipt/Payment Estimate Table for Reference
  Based on actual operation situations, each business (affairs) agency (institute) should estimate all possible changes and divide one year into two terms, then verify and prepare the stage-by-stage execution plan and receipt/payment estimate table with restriction. After that, the agency submits its associated plan and table to competent agency as a reference of evaluation.
• (2)Approval for Financial Statement Proposal with Receipt/Payment Adjustment
  According to Article 87 of the Budget Act, the receipt/payment adjustment for operation requirement should be submitted to the agency's chief for approval with the subordinate agency budget, then it can be incorporated into the financial statement. Special items such as budget for new employees should be submitted to TCG for approval. It is after the above procedures that the subordinate agency budget may be incorporated into the financial statement.
• (3)Approval for Supplementary Budget Proposal
  According to Article 88 of the Budget Act, Implementation of the subordinate agency budget, if there are major changes in the management environment or for normal operation needs, these changes must be done with approval by the TCG, However, when it involves construction, improvement, expansion of fixed assets, capital reinvestment, sale of assets, raising of long-term debt and debt repayment, supplementary budget procedure shall be required. If the amount is over NT$ 50 million per item, it should be submitted to Taipei City Council for reference.
• (4)Evaluation of Budget Execution Performance
  
  • a.The budget execution performance of subordinate government agencies will be reported in Taipei City Executive Meeting periodically. Those agencies whose execution is behind over 20% will be urged to improve the situation.
  • b.Establish the "Awards and Penalties Directions for Evaluation of Budget Execution Performance of Agencies of Taipei City Government". According to this direction, if the actual execution ratio of any agency which is related to the construction, improvement and expansion plan of fixed assets, increasing the long-term investment of funds, receivables plan with ongoing constructions and profit/loss or surplus/deficiency falls behind over 20% without any uncontrollable reasons, persons in charge of the agency will be punished. On the other hand, persons in charge of the agency with excellent budget execution performance will be rewarded.
