﻿<?xml version="1.0" encoding="utf-8"?><rss version="2.0" xmlns:dc="http://purl.org/dc/elements/1.1/" d1p1:xsi="http://www.gov.tw/schema/RSS20.xsd" xmlns:d1p1="schemaLocation"><channel><title>Taipei Fine Arts MuseumRegulations</title><link>https://english.tfam.gov.taipei/News.aspx?n=6472908F971BBC0A&amp;sms=6E08E884B36D9A69</link><language>en</language><copyright>Taipei Fine Arts Museum</copyright><item><title><![CDATA[Regulations for use of the Taipei Metro System]]></title><link>http://web.metro.taipei/QRCode/Regulations%20for%20Use%20of%20the%20Taipei%20Metro%20System-English.pdf</link><description><![CDATA[<P align="right">Amendments published on May 12, 2017</P><P><STRONG>§ General §</STRONG></P><TABLE class="blank" cellspacing="0" cellpadding="0" %" summary="*" border="0"><TBODY><TR><TD valign="top" %" align="right"><P>1.</P></TD><TD><P>To provide passengers with safe, reliable, convenient and comfortable  service, the Taipei Rapid Transit Corporation (hereinafter the TRTC) has, in  accordance with the Management Ordinance Governing Transport of Passengers on  Mass Rapid Transit Systems in Taipei City, formulated these stipulations and  promulgated them in all Taipei Metro stations. Any alterations or changes made  will be made public as well.</P></TD></TR><TR><TD valign="top" %" align="right"><P>2.</P></TD><TD><P>The definition  of terms used in these regulations are as bellow: <br>(1)   Taipei Metro premises: All routes, depots,  stations or trains in the MRT system managed by the TRTC;<br>(2)   Passengers: Persons travelling on the trains  or present at station concourses and holding valid tickets; <br>(3)   Revenue (or payable) area: Areas which  require the use of a ticket to enter by passing through ticket gates; <br>(4)   Tickets: A pass that allows passengers to  travel on the trains; <br>(5)   Without ticket: Passengers entering the  revenue area or travelling on the trains with invalid tickets or counterfeit  tickets; <br>(6)   Invalid ticket: Tickets that have expired; <br>(7)   Imposter: Passengers travelling on the trains  or entering revenue areas with fraudulent tickets that fail to correspond to  their identity (e.g. for discounts) ;<br>(8)  Ticket gates: The gates installed between the  revenue and the free areas to control passenger movement by means of automatic  ticket scanning.</P></TD></TR><TR><TD %" valign="top" %" align="right"><P>3.</P></TD><TD %"><P>Vehicles or personnel, unless authorized by the TRTC, are not allowed to  enter TRTC routes, bridges, tunnels or areas not for public access. Passengers  may not cross any MRT routes except via overpass or underground passage.</P></TD></TR><TR><TD valign="top" %" align="right"><P>4.</P></TD><TD><P>Unless otherwise authorized by the TRTC, passengers must use the tickets  issued or authorized by the TRTC to access payable areas through ticket-reading  gates.</P></TD></TR><TR><TD %" valign="top" %" align="right"><P>5.</P></TD><TD %"><P>In the interest  of passenger rights, the TRTC may take the following actions as necessary in  the event of natural disasters, strikes, accidents or maintenance works caused  by external influences, overcrowding, traffic controls and other incidents not  attributable to the TRTC: <br>(1)   Suspend parts or all of its system operation; <br>(2)   Limit or close station facilities to the  public; <br>(3)   Limit or stop passengers from  boarding/alighting the trains; <br>(4)   Expel passengers from trains or stations. <br>Announcements should  be made at relevant stations when executing the above measures to inform  passengers at the first possible time.</P></TD></TR><TR><TD %" valign="top" %" align="right"><P>6.</P></TD><TD %"><P>Passengers shall follow the regulations or instructions to use equipment  and facilities within Taipei Metro premises and must not forcibly possess,  destroy, interfere or remove them.</P></TD></TR><TR><TD %" valign="top" %" align="right"><P>7.</P></TD><TD %"><P>The TRTC may  refuse to provide transportation services under any of the following  circumstances, and TRTC personnel may escort offending passengers off the  Taipei Metro premises with police enforcement. <br>(1) Breach of the law, disruption of public order  or good social practice, or violation of TRTC transportation regulations;<br>(2) Act in a manner that obviously appears to be  harmful to others or himself or to harass others;<br>(3) Wear smelly clothes or carry filthy objects  that affect public hygiene;<br>(4) Seniors, children or severely ill passengers  who need companion but are travelling alone; <br>(5) Carry objects incurring inconvenience to  others;<br>(6)  Other behaviors prohibited by the TRTC.</P></TD></TR><TR><TD %" valign="top" %" align="right"><P>8.</P></TD><TD %"><P>The following  behaviors are not permitted within Taipei Metro premises. The TRTC has the  right to refuse transportation in case of breach: <br>(1)  Roller blades, roller skates, skateboards, foldable push scooters and other  similar items may not be used in stations or trains; <br>(2)  Passengers may not push or interfere with other persons in the stations or on  the trains, or behave in any way that may be hazardous to themselves or others; <br>(3)  Vehicles, electric wheelchairs, electric scooters or other similar motorized  tools are not allowed within Taipei Metro premises. However, passengers holding  disability IDs or have prior permission from the TRTC may use assisted devices  such as regular or electric wheelchairs, to travel at speeds below 5kmph within  the stations;<br>(4)  Bicycles are not allowed in stations or trains unless foldable and properly  packaged (including traditional bicycles and power-assisted bicycles, on which  the power must be switched off), or bicycles that conform to TRTC regulations; <br>(5)  Non-Metro personnel may not carry or use carts or other similar tools; <br>(6)  Passengers may not sit or lie on the floor of the carriages or stations, nor on  any equipment or facilities; <br>(7)  No smoking or vaping is allowed in the stations or trains; <br>(8) Other behaviors  that may interfere with system operation or general safety.</P></TD></TR><TR><TD %" valign="top" align="right"><P>9.</P></TD><TD %"><P>Only when  passengers file an application and get permission from the TRTC can they  exhibit the following behaviors:<br>(1)   Make speeches to the public, play audio, play  musical instruments, or other behaviors that may disturb other passengers;<br>(2)   Paste, paint, or carve any characters,  drawings, or the like on facilities or buildings;<br>(3)   Passengers who take photos or shoot pictures  in stations or trains in a manner that appears to interfere with other  passengers or system safety;<br>(4)   Loiter in stations or trains outside service  times;<br>(5)   Preach to other passengers, conduct market  surveys or other similar behaviors in stations or trains;<br>(6)   Distribute newspapers, leaflets,  advertisement items or propaganda materials;<br>(7)  Using power sockets in stations or trains  which are not for public use.</P></TD></TR><TR><TD %" valign="top" align="right"><P>10.</P></TD><TD %"><P>Passengers  should hold the handrail, stand firm and not lean against the side board when  taking the escalator on Taipei Metro premises. Elderly and disabled passengers  are advised to take the elevator instead. The following behaviors are  prohibited:<br>(1) Walk or run on escalators in the opposite  direction to which they are traveling;<br>(2) Play, jump, stride over either side of  escalators or other behaviors that may cause danger;<br>(3) Carry bicycles that cannot be folded.</P></TD></TR></TBODY></TABLE><P><STRONG>§ Regulations on Ticket Usage §</STRONG></P><TABLE class="blank" cellspacing="0" cellpadding="0" %" summary="*" border="0"><TBODY><TR><TD valign="top" %" align="right"><P>11.</P></TD><TD><P>Ticket  types and usage: <br>(1) Single-journey tickets: Issued by the TRTC. For  single use only, available at automatic ticketing machines and information  counters at stations;<br>(2) Group tickets: Issued by the TRTC. For 2 or  more passengers travelling together from the same departure station to the same  destination. Available at all station information counters;<br>(3) Periodic tickets: Issued by the TRTC. Valid  within a certain time period. Available at all station information counters;<br>(4) Electronic tickets: Tickets legally issued by  issuing organizations with the permission of the TRTC, sold according to public  announcements made by the issuers.<br>(5) Other ticket types: Issued by the TRTC. Sold at  stations, kiosks, commissioned stores and sales machines at stations. <br>For sales changes  please refer to TRTC notices.</P></TD></TR><TR><TD valign="top" %" align="right"><P>12.</P></TD><TD><P>Except for group  tickets, a ticket is valid for one person only. Valid periods are as follows:<br>(1) Single-journey tickets: Valid on the date of  issue only;<br>(2) Group tickets: Valid on the date of issue only;<br>(3) Periodic tickets: Valid through to the  expiration date on the ticket or the published period;<br>(4) Electronic tickets: Valid through to the  expiration date published by the issuers;<br>(5) Other ticket types: Valid through to the  expiration date on the ticket or the published period. <br>For changes in the  validity period please refer to TRTC notices.</P></TD></TR><TR><TD valign="top" %" align="right"><P>13.</P></TD><TD><P>Unless  due to a cause attributable to the TRTC, the regulations limit the duration of  stays of ticket-holding passengers between entering and leaving a revenue area  to: <br>(1) No longer  than two hours for entering and leaving different stations;<br>(2) No longer  than 15 minutes for entering and leaving the same station. <br>In addition to the  original fare, persons in violation of the above regulations are subject to a  fine equivalent to the minimum single-journey fare promulgated; which shall be  paid at the information counter or will be automatically deducted when exiting  the station.</P></TD></TR><TR><TD valign="top" %" align="right"><P>14.</P></TD><TD><P>Passengers  should refer to the fare schedule published by the TRTC in stations for fares  payable. Passengers must pay fares in full. Passengers who enter and exit from  the same station should pay the minimum single-journey fare promulgated. In  certain situations, for instance, passengers would need to use the restroom in  the revenue area, or passengers who must exit the station immediately after  entering (and without traveling on trains), passengers may contact station  staff for assistance.<br>Children less  than 115cm tall can take the Taipei Metro without a ticket. <br>Children over  115cm tall but less than 6 years of age who are able to present identification  can take the Taipei Metro without a ticket. <br>Children who meet  abovementioned qualifications should be accompanied by passengers with tickets.  A ticket-bearing passenger can accompany two children at most, or the TRTC may  refuse transport services. Each child exceeding the number of children that a  ticket-bearing passenger can accompany should buy a full fare ticket.</P></TD></TR><TR><TD valign="top" %" align="right"><P>15.</P></TD><TD><P>Passengers  without tickets, holding invalid tickets or imposters (e.g. for discounts) must  pay the difference plus a penalty of 50 times the original fare. <br>Should the above  violators be unable to prove their departure station, their fine will be  calculated based on the maximum single fare promulgated.</P></TD></TR><TR><TD valign="top" %" align="right"><P>16.</P></TD><TD><P>Passengers using counterfeit tickets will be fined pursuant to the above  regulations and brought to the police.</P></TD></TR><TR><TD valign="top" %" align="right"><P>17.</P></TD><TD><P>Passengers who lose their tickets during the journey and fail to settle  the fare voluntarily at the information counter will be fined pursuant to  Stipulation 15. However, no penalty will be imposed if the abovementioned  passengers settles the outstanding fare voluntarily.</P></TD></TR><TR><TD valign="top" %" align="right"><P>18.</P></TD><TD><P>Unless due to a cause attributable to the TRTC, a passengers who  over-ride must pay the fare difference at the Information Counter in the  station.</P></TD></TR><TR><TD valign="top" %" align="right"><P>19.</P></TD><TD><P>Unless due to causes none-attributable to the user, passengers failing  to comply with the operating regulations of the ticket gates must settle the  fare due in full. Passengers unable to prove their departure station will be  fined the maximum single fare.</P></TD></TR><TR><TD valign="top" %" align="right"><P>20.</P></TD><TD><P>When stations are evacuated due to emergency situations, irregularities  or train operation suspension, passengers holding single-journey tickets or  group tickets may demand a fare refund within seven days of the incident. For  those holding periodic, electronic or other types of tickets, the ticket gates  will automatically adjust the data on the tickets the next time it is used on  the Taipei Metro. Tickets can also be brought to any station information  counter for free date revision.</P></TD></TR><TR><TD valign="top" %" align="right"><P>21.</P></TD><TD><P>Passengers unable to pay the outstanding fare or penalty immediately  must present proof of identity, fill out a fare settlement form and make the  payment within 10 days at a location specified by the TRTC. The TRTC may  proceed to recover the funds with legal action if the passenger fails to  complete the payment before the deadline.</P></TD></TR><TR><TD valign="top" %" align="right"><P>22.</P></TD><TD><P>Passengers holding  TRTC issued tickets that cannot be read by the ticket gates may ask for  replacement tickets. Single-journey tickets that fail to read at exit gates  will be retained by the TRTC without refund. <br>The above replacement  tickets should be requested as soon as tickets fail to read at the gates.</P></TD></TR><TR><TD valign="top" align="right"><P>23.</P></TD><TD><P>TRTC issued  tickets are not refundable after usage unless there is fault attributable to  the TRTC or otherwise publicly announced by the TRTC. Unused single-journey  tickets are refundable on the date of issue only. Other types of tickets are  refundable before the expiration date. <br>When passengers apply  for refunds of TRTC issued tickets, the TRTC may deduct concessions or  discounts contained in the tickets and charge a handling fee. No refund can be  made if the ticket balance is less than the handling fee after concessions or  discounts are deducted.</P></TD></TR><TR><TD valign="top" align="right"><P>24.</P></TD><TD><P>Passengers should apply for refunds of TRTC issued tickets at station  information counters. Refund payment is made via post or at a designated  station, after on-site verification. </P></TD></TR><TR><TD valign="top" align="right"><P>25.</P></TD><TD><P>Sales and refunds of electronic tickets should observe issuer  regulations.</P></TD></TR></TBODY></TABLE><P><STRONG>§ Carry-on Objects §</STRONG></P><TABLE class="blank" cellspacing="0" cellpadding="0" %" summary="*" border="0"><TBODY><TR><TD valign="top" %" align="right"><P>26.</P></TD><TD><P>Luggage and  carry-ons should comply with the following regulations, or the TRTC may refuse  transportation: <br>(1)  Carry-on luggage must not obstruct other passengers, and must remain in the  care of its owner at all times; <br>(2)  The size of any carry-on object may not exceed 165cm on its longest side, and  the sum of its length, width and height may not exceed 220cm. however, this  regulations does not apply to wheelchairs, electric wheelchairs, strollers,  bicycles, and other carry-on objects approved by the TRTC; <br>(3) The maximum  number of balloons each passenger may bring onto the trains is 5. The longest  side of any of the balloons may not exceed 50cm.</P></TD></TR><TR><TD valign="top" %" align="right"><P>27.</P></TD><TD><P>Animals brought  into stations or trains should be keep in pet boxes, pet strollers, small  cages, or small containers which do not exceed 55cm in length, 45cm in width,  and 40cm in height (size limits for pet strollers refer to the pet cabin only,  the frame and wheels are excluded). The container should be assembled properly  to make sure that no excrements or liquids can escape. The head, tail, and  limbs of the animals may not be exposed outside of the confines of the  container. Each ticket-bearing passenger may only bring one container. However,  this regulation does not apply to police canines, certificated guide dogs  accompanying disabled passengers, and young guide dogs being trained by  certified professionals. <br>The above  stipulations regarding animal carriages allowed on the Taipei Metro are  published at every station. Under special circumstances, the TRTC may bulletin  notices in stations to prohibit passengers from bringing animals into stations  or trains during certain periods and within certain areas.</P></TD></TR><TR><TD valign="top" %" align="right"><P>28.</P></TD><TD><P>Firearms or ammunitions are not permitted on the Taipei Metro premises  except when carried by on-duty police or military.</P></TD></TR><TR><TD valign="top" %" align="right"><P>29.</P></TD><TD><P>The following  dangerous or inflammable objects are not allowed into Taipei Metro premises  unless permission is granted.<br>(1) Knives, scissors and other sharp objects.  However, properly packaged items which do not violate the law nor represent any  threat to the safety of others are not bound by this regulation;<br>(2) Inflammable liquid with an ignition point below  60 degrees centigrade, such as mineral oil, petroleum, kerosene, benzene,  toluene (rosin), methyl alcohol, ethanol (alcohol), acetone, ether, paint  (oil-base plastic paint and soluble concrete paint), carbon disulfide and other  inflammable liquid;<br>(3) Explosive materials, such as explosives,  ammunition, gunpowder, fireworks, firecrackers, carbide, high-pressured gas  (hydrogen, oxygen, propane, liquefied petroleum gas, acetylene),  nitrocellulose, dinitrobenzene, dinitrotoluene, trinitrotoluene, dinitrophenol,  trinitrophenol (picric acid), nitroglycol, nitroglycerine, nitric anhydride,  organic peroxide compounds, dry ice (solid carbon dioxide) and other explosive  substances;<br>(4) Inflammables, such as matches, explosives,  metal sodium, potassium amalgam, magnesium powder, aluminum powder, yellow  phosphorus, phosphorus sulfides, calcium phosphide, firework, firecrackers,  isopropyl alcohol and other inflammable solids (matches and lighters for  personal use are excluded);<br>(5)  Substances that may cause harm to other  people, such as sulfuric acid, hydrochloric acid, nitric acid, lead-acid  batteries, chlorate (potassium, sodium and barium), perchlorate (ammonium,  potassium and sodium), phosphorus chloride, sodium peroxide, barium peroxide,  ammonium nitrate, bleach, pesticides, insecticides, herbicides, arsenic,  arsenic, cyanide, uranium, plutonium, radium, medical waste, and other corrosive,  toxic, radioactive, infectious substances and substances otherwise harmful to  the human body.</P></TD></TR><TR><TD valign="top" align="right"><P>30.</P></TD><TD><P>When carry-on luggage is suspected of containing hazardous or  combustible materials, the TRTC may demand clarification from the owner and  perform an inspection. Persons refusing inspection will be regarded as carrying  hazardous objects. The TRTC may refuse to provide transportation and bring them  before the police.</P></TD></TR></TBODY></TABLE><P><STRONG>§ Lost Objects §</STRONG></P><TABLE class="blank" cellspacing="0" cellpadding="0" %" summary="*" border="0"><TBODY><TR><TD valign="top" %" align="right"><P>31.</P></TD><TD><P>Lost objects  found in stations or trains are forwarded to the station information counters.  The TRTC will issue a receipt to the finder. <br>Lost objects found  outside the stations or trains, and where the owner is unknown, shall be handed  to the police by the finder for settlement according to law.</P></TD></TR><TR><TD valign="top" %" align="right"><P>32.</P></TD><TD><P>Passengers who have lost personal belongings may contact any station  information counter, the 24hr Customer Service Center, or the Lost-and-Found  Service Center for assistance.</P></TD></TR><TR><TD valign="top" %" align="right"><P>33.</P></TD><TD><P>To claim lost  objects, passengers must prove that they are the owners of the lost objects. If  the claimant is not the owner himself, he shall present identity certifications  of both himself and the owner before the lost objects can be returned.</P></TD></TR><TR><TD valign="top" %" align="right"><P>34.</P></TD><TD><P>The TRTC handles found objects according to the law and relevant  regulations and is not liable for any damages or compensation.</P></TD></TR></TBODY></TABLE><P><STRONG>§ Penal Provisions §</STRONG></P><TABLE class="blank" cellspacing="0" cellpadding="0" %" summary="*" border="0"><TBODY><TR><TD valign="top" %" align="right"><P>35.</P></TD><TD><P>Persons in breach of Articles 50 and 50-1 of the Mass Rapid Transit Act  shall be penalized by law.</P></TD></TR><TR><TD valign="top" %" align="right"><P>36.</P></TD><TD><P>The TRTC may refuse to provide transport services to persons in breach  of the above regulations. Passengers in violation of the penal provisions of  the Mass Rapid Transit Act or Taipei Rapid Transit System Directions for  Passenger Transportation Services are punishable by law, and the TRTC or police  may demand them to leave Taipei Metro premises. No refund will be made on fares  for uncovered journeys.</P></TD></TR></TBODY></TABLE><P><STRONG>§ Others §</STRONG></P><TABLE class="blank" cellspacing="0" cellpadding="0" %" summary="*" border="0"><TBODY><TR><TD valign="top" %" align="right"><P>37.</P></TD><TD><P>Passengers who  fall ill en-route may request TRTC personnel to seek medical attention on their  behalf. <br>Disabled passengers  may ask TRTC personnel for assistance, or take the accessible path.</P></TD></TR><TR><TD valign="top" %" align="right"><P>38.</P></TD><TD><P>For any  questions or suggestions, please contact our customer services on  +886-2-218-12345 or email email@metro.taipei. <br>For questions  regarding electronic tickets, please contact the issuers directly.</P></TD></TR><TR><TD valign="top" %" align="right"><P>39.</P></TD><TD><P>In accordance  with Article 50 of the Mass Rapid Transit Act, the offender or driver will be  subject to a fine over NT$1,500 and below NT$7,500 in any of the following  situations.<br>(1)   Climb onto, jump off, or scramble onto a  moving train; <br>(2) Obstruct train doors or platform doors from  closing, or open them without permission;<br>(3) Non MRT personnel or vehicles in breach of  Paragraph 2 of Article 44 by trespassing onto MRT tracks, bridges, tunnels or  Taipei Metro areas not open to public access;<br>(4) Use improper methods to enter/exit stations or  get on/off trains;<br>(5) Refuse ticket checks by the TRTC personnel or  hinder them in the performance of their duty; <br>(6) Remain in the carriage when the train is not in  service and disregard requests to leave; <br>(7) Raise funds, distribute or post advertisements,  peddle goods, or conduct other commercial activities within Taipei Metro  premises without permission;<br>(8) Bring animals onto Taipei Metro premises or  trains without permission;<br>(9) Drinking, eating, chewing gum or betel nuts  within the paid area of Taipei Metro premises; spitting phlegm or betel nut  waste; littering paper scraps, cigarette butts, gum, food waste or other  rubbish;<br>(10) Hinder other passengers from passing through or  using station entrances/exits, ticket-reading gates, ticket vending machines,  escalators or other passages, and disregard requests to leave; <br>(11) Loitering in station concourses or on platform  areas with no intention of taking a train, obstructing other passengers and  ignoring eviction; <br>(12) Lie down on train or platform seats and  disregard requests to behave properly;<br>(13) Operate stalls, put up canopies, or organize  banquets within Taipei Metro premises without permission;<br>(14) Playing on platforms, crossing the yellow  lines, walking or running on escalators in the opposite direction, or other  behaviors that affect operation order and traffic safety, while ignoring  warnings.<br>The person who  commits the preceding violations shall be forced to leave Taipei Metro premises  by the TRTC personnel and police. All stations on the Wenhu Line <br>(2) Transfer  stations: Cyclists may only transfer at stations open to bicycles.<br>(3) Cyclists are not allowed to disembark or transfer  at Taipei Main Station, Zhongxiao Fuxing Station, Daan Station and Nanjing Fuxing Station. <br>(4) Cyclists who do not comply with regulations in regard to entering/exiting/transferring at stations in which bicycles are  not  permitted will be  fined pursuant to Paragraph 1-4 in Article 50 of  the Mass Rapid Transit Act.</LI><LI>Entering and exiting stations: Cyclists are  prohibited from using the  escalators  and  instead shall use staircases, elevators (a maximum of two bicycles) and  wheelchair ramps.</LI><LI>Fare: A ticket is valid for  one  person with a single bicycle and is good for one  trip of  unlimited distance. A full fare  will be charged for  each cyclist. A single-journey ticket for  cyclists costs NT$80. Cyclists shall buy the ticket at the  Information Counter, which will be  retrieved by station staff at the destination station. The  ticket holder should enter  and exit the  station together  with the  bicycle.</LI><LI>Service gate: Please contact station staff  to enter  and exit stations through the"Group Ticket/One-day Pass Entrance/Exit."</LI><LI>Bicycles aboard:<br>(1) Bicycles are  allowed to board only at either  end of the  train. Inside each  door is a vertical handrail for a maximum of  two  bicycles (a  maximum of sixteen bicycles per train). Cyclists shall not occupy the  space for  wheelchairs and shall follow signs to wait for the train. If  the train is too crowded, please  wait for  the next one.<br>(2) Bicycles should be  parked between the vertical handrail and cyclists themselves, and perpendicular to the train’s operation direction.<br>(3) Cyclists shall stay by bicycles and hold them firmly at all times.<br>(4) Cyclists shall allow other passengers to board and exit the train first and avoid dirtying the clothing of other  passengers through contact with the bicycle.<br>(5) In case of emergency, please  follow instructions to move  bicycles to the side of  unopened doors to ensure  a safe  exit for  all.</LI><LI>Points for attention:<br>(1) Only traditional bicycles and power-assisted bicycles are  allowed to enter  the  Taipei Metro. The size of which shall not exceed 180cm long, 120cm  high and 70cm wide. Motorized bicycles (equipped with a gas tank or  batteries), tandems and non-standard bicycles are not allowed on the  metro.<br>(2) Passengers under the age of 14 must be accompanied by adults when  bringing bicycles into the  metro.<br>(3) Passengers with bicycles shall allow the  elderly and those  with disabilities  to  take elevators and board the  train first.<br>(4) Cyclists shall keep their bicycles clean. TRTC may refuse to transport cyclists should their  bicycles may dirty the station facilities or  the  clothing of  other passengers.<br>(5) Cyclists shall bear legal  responsibility for  any damage  to TRTC  or third party property.<br>(6) TRTC may refuse to transport cyclists who cause inconvenience  for other  passengers or  affect train operations.<br>(7) In case  of emergency, cyclists may not be  allowed to enter the metro system temporarily.</LI><LI>Passengers with bicycles shall abide  by the Mass Rapid Transit Act, related regulations and notices promulgated by TRTC. If  cyclists violate any of  the aforementioned rules and cause injury or  harm to themselves, TRTC shall  not take responsibility.</LI><LI>TRTC may adjust bicycle  access periods and stations and Persons  under fourteen years of age, who are in violation of the regulations referred  to in Paragraph 1 of this article due to lack of supervision by their legal  representatives or guardians, their legal representatives or guardians shall be  punished.</p><p>V: The penalty procedure is stipulated as follows,</p><ol><li>Upon discovering violations against  Article 50 or Article 50-1 in the Mass Rapid Transit Act, Transit Police will  take disciplinary actions in accordance with Article 40 in the Mass Rapid  Transit Act, or Taipei Rapid Transit Corporation (authorized by the Government  under Paragraph 2 in Article 52 in the Mass Rapid Transit Act) will take  disciplinary action on the spot. Violators will receive fines or perform  community service. In the event that violators refuse to receive penalty  documents, Taipei Rapid Transit Corporation will follow the Administration  Procedures Act to deliver the penalty documents.</li><li>Taipei Rapid Transit Corporation  shall issue demand notices if violators fail to pay fines by the due date. Article 2    Collection of the City’s amusement tax shall be handled by the governing taxation agency of the City.   Article 3    Taxation representatives for the amusement tax are as follows:1 Persons-in-charge or managers of agencies, schools, public entities, social organizations or their commissaries, social establishments, hostels, clubs sponsoring entertainment events and selling admission tickets or collecting fees. 2 Managers or performers of motion picture, drama, song and dance, storytelling, magic show, circus show, golf, music performance, talent show and skill contest facilities and other entertainment facilities selling admission tickets or collecting fees.    Article 4The talent show mentioned in the preceding article refers to ballad with drum accompaniment, storytelling interspersed with singing, joggling, vocal mimicry, comic dialogue, ice skating and other special skills that are entertainment in nature. The skill contest above refers to various ball games, swimming, martial art, shooting, car racing and horse racing that are entertainment in nature. The “other entertainment facilities” mentioned above refer to mechanical games, mechanical boats, electronic games and video-showing (MTV) facilities that are entertainment in nature.                  Chapter 2 Tax Rate   Article 5Amusement tax rates are as follows:1 Motion Pictures（1）In busy downtown area, 2.5% for foreign language films and 1% for native language films.（2）In peripheral downtown area 1.5% for foreign language films and 1% for native language films.（3）In suburban area, 1% for foreign language films and 1% for native language films.2 Professional singing, dancing, circus show, magic show, talent show and nightclub performances: 5%.3 Drama, music performance, storytelling, and non-professional singing and dancing: 1.25%.4 Skill contest: 2.5%.5 Dancehall or ballroom: 25%.6 Golf course and other entertainment facilities 2.5%.                  Chapter 3  Taxation   Article 6The governing taxation agency shall dispatch staffs intermittently to audit the way taxation representatives collect the amusement tax on its behalf and shall prepare detailed records, on which taxation representatives shall apply personal seals, for verification.   Article 7Taxation representatives shall upon selling amusement tickets collect the amusement tax on behalf of the taxation agency and shall post the price of the ticket on conspicuous location of the establishment. In the event where no ticket is sold, and a charge is collected in the form of annual fee, season fee, monthly fee, daily fee, facility fee, tea expense or under any other title, taxation representatives shall upon charging the fee collect the amusement tax on behalf of the taxation agency.   Article 8In the event where an amusement establishment is under special management or the scale of the operation is insignificant, the governing taxation agency may subject the establishment to investigation-based taxation.   Article 9The taxation representative shall before the 10th of the next month automatically surrender the amusement tax it collects on behalf of the taxation agency each month. In the case of investigation-based taxation, the governing taxation agency shall issue taxation notice by the end of each month, and the amusement tax due shall be paid within ten days after the notice is served.   Article 10The business operator or performer shall report temporary amusement event for which admission tickets are sold or fees are collected no matter where it is held to the governing taxation agency ten days prior to the event.The business operator or performer shall be responsible for printing the admission tickets, which shall be numbered in order with the price and the notation “amusement tax included” clearly indicated. Every five days the tickets shall be examined and the amount of collected amusement tax shall be determined. A deposit form shall be issued to the business operator or performer to make payment to the designated treasury accordingly.After the amusement event or performance is concluded, the business operator or performer shall turn in the remaining tickets for cancellation within the prescribed period of time given by the governing taxation agency. Remaining expired tickets not submitted shall be deemed sold, and the amusement tax shall be levied accordingly. In the event where tickets of no face value are issued and facility usage fees are collected, or the tickets are issued in exchange for payments, the business operator or performer shall declare the actual amount received and the governing taxation agency shall issue the tax payment notice. The tax amount due shall be paid in full in one payment.   Article 11Persons-in-charge of performances (shows) in compliance with the provisions set forth in Article 4 Sections 1 and 2 of the Act shall within three days prior to the performances (shows) present the performance (show) permit issued by the governing agency along with priced tickets and tax-payment guaranty to the governing taxation agency and request for examination of ticket numbers and for tax exemption registration for the performance (show). Persons-in-charge of performances (shows) in compliance with Article 4 Section 3 of the Act shall mark the notation “not for sale” on the ticket. Those who fail to obtain prior approval shall not be entitled to amusement tax exemption.Persons-in-charge of performances (shows) in compliance with the provisions set forth in Article 4 Section 1 of the Act shall within the prescribed period of time after the performances (shows) present proof issued by the governing agency that authorizes the entity to retain all the ticket incomes or proceeds collected for the performance (show) to the taxation agency for tax exemption. Persons-in-charge of performances (shows) in compliance with the provisions set forth in Article 4 Section 2 of the Act shall present receipt issued by the recipient agency and income/expense statement to the taxation agency for tax exemption.   Article 11-1The tax-payment guaranty of Article 10 Section2 and Article 11 Section 1 may be made in the form of cash deposit or in accordance with the provisions set forth in Article 37 of the Taxation Act.   Article 12Outdoor stage shows held for religious activities or national celebrations may be exempted from the amusement tax.   Article 13In the event where after the conclusion of the entertainment event, of which the amusement tax is exempted in accordance with the provisions set forth in Article 4 Section 1 of the Act, it is discovered that not all the income has been directed toward the use of the entity; and in the event where after the conclusion of the entertainment event, of which the amusement tax is exempted in accordance with the provisions set forth in Article 4 Section 2 of the Act for disaster relief or military benefit, it is discovered that the expense has accounted for more than 20% of the total income; the person-in-charge of the tax-exempted entertainment event shall be responsible for paying all the amusement tax due.   Article 14Taxation representatives shall prior to ticket sales file establishment and adjustment of amusement ticket prices with the governing taxation agency for reference. Taxation representatives who sell tickets of which the price has been raised without prior declaration and continue to declare and pay amusement taxes according to the original price shall be penalized for tax evasion. Admission without ticket shall be deemed failure to collect amusement taxes on behalf of the taxation agency.Admission ticket prices of dancehalls, ballrooms and nightclubs shall be established bythe governing taxation agency.   Article 15The number of public relations tickets may be up to 3% of that of priced tickets. However, for temporary entertainment event the number of public relations tickets may be up to 5% of that of priced tickets.The actual number of the public relations tickets mentioned in the preceding section shall be based on ticket sales of the previous month. The governing taxation agency shall approve the issuance on the third day of the month. Public relations tickets must be used in the same month; outdated public relations tickets shall be voided.Use of public relations tickets that are outdated or the printing of which has not been verified shall be deemed failure to collect amusement taxes on behalf of the taxation agency.   Article 16For sales and inventory of amusement tickets, entertainment business operators shall establish a designated logbook to record the original inventory, requisition, sales and current inventory of the amusement tickets on a daily basis and shall prepare a list of actual ticket sales documenting the number of tickets sold and the beginning/ending serial numbers of the tickets sold for audit. Each month entertainment business operators shall prepare monthly ticket sales and inventory statement and submit it to the governing taxation agency for reference within the first three days of the next month.   Article 17Amusement tickets of the following month may be requested during the current month. However, in addition to the penalties prescribed by law, amusement tickets may not be issued to taxation representatives in tax arrear. The unused amusement tickets of taxation representatives in tax arrear shall also be recalled.   Article 18（Deleted）   Article 19Customers of cinemas, theaters and other amusement-ticket-selling entertainment establishments with fixed seats must be seated in accordance with the number of the ticket.Tickets mentioned in the preceding section shall be sold in order of the serial number of the ticket with the date and the showing time stamped on the ticket and with the notation that shows the location of the seat in accordance with the seat number cancellation table approved by the governing taxation agency. The tickets shall be issued to the customers and shall be ripped upon admission and recorded on the daily statement. Taxation representatives who fail to comply shall be penalized for tax evasion.   Article 20Entertainment entities authorized for automatic declaration must issue amusement tickets printed by the governing taxation agency to the customers for admission. The receipt slip of the amusement ticket mentioned in the preceding section shall be kept by taxation representatives for one year.   Article 21Taxation representatives who use amusement tickets that have not been numbered and verified by the governing taxation agency, or issue receipt slips of amusement tickets, or paper slips, or number slips, or other similar replacement of amusement tickets to the customers for admission shall be penalized for failure to collect amusement tax on behalf of the governing taxation agency.Amusement tax shall be levied against tea tickets, tea cards, drink tickets or similar replacement tickets sold along with the amusement tickets by taxation representatives.   Article 22（Deleted）   Article 23The seat number cancellation table of amusement tickets shall be attached to the periodical ticket sales/inventory statement submitted to the governing taxation agency for audit.                  Chapter 4  Incentives and Penalties   Article 24In the event where taxation representatives faithfully collect taxes on behalf of the governing taxation agency and pay the taxes in time, the governing taxation agency shall give the taxation representatives 1% of the taxes collected as bonus, which is to be deducted from the tax amount due by the taxation representatives when making the tax payment.The bonus mentioned in the previous section must be deducted when tax payment is made. No accumulated bonuses may be deducted.   Article 25In the event where a taxation representative is found in violation of the provisions set forth in the Act, the governing taxation agency shall recall the bonus deducted for the period in which the taxation representative has been found in violation.   Article 26The governing taxation agency shall issue notice to taxation representatives in tax arrear and demand that the overdue amusement tax be paid in full in ten days. Two copies of the application form.<br>  ii. The copies of name list of the boss, the director, the supervisor or the  manager.<br>  iii. Other documents are designated by the central administration office.<br>  Article 3.<br>  After investigation of the aforementioned application, the municipal or a  county (city) administration office shall issue the permit to the qualified  broking agency and inform the business association to transfer to national  business association; inform the unqualified broking agency to rectify within  fifteen days. Expired, the municipal administration office in a special  municipality or a county (municipal) administration office shall withdraw the  application. <br>  Article 4.<br>  After permitted by the administration office, a broking agency shall be  registered as a company or a profit-going legal person, pay guaranty bond and  enter the local business association according to article 7( 1) and (3)  within six months.<br>  Article 5.<br>  (1)Within fifteen days of operation, a broking agency shall submit the  following documents to the municipal administration office or a county (city)  administration office which the company is located</span><span  style='font-family:新細明體'>：<span lang=EN-US>.<br>  i. Two copies of the application form.<br>  ii. The copy of registration document of companies and commerce.<br>  iii. The copy of certified document of guaranty bond payment.<br>  iv. The copy of certified document of membership in the business association.<br>  v. The copies of name list and certificate of broking agent.<br>  vi. Other documents are designated by the central administration office.<br>  (2)After permit, the municipal or a county (city) administration office shall  inform the business association to transfer to the national business union.<br>  Article 6.<br>  (1)After permit, a broking agency which the following items change exclusive  of article VII shall report in written form to the registration of the  municipal or a county (city) administration office within thirty days of the  change day.<br>  i.The title of a boring agency, the location, the organizational type, the  business type, the business items, and whether or not dealing with foreign  real estate broking service or foreign real estate selling business.<br>  ii.The boss, the director, the supervisor, and the manager.<br>  (2)After permit, the municipal or a county (city) administration office shall  inform the business association to transfer to the national business union.  While a business office is out of the jurisdiction of administrative  division, a broking agency shall inform to the municipal or a county (city)  administration office which its business office is located.<br>  Article 7.<br>  (1)Within thirty days of the movement, a broking agency should report to the  moving into administration office of the municipal or a county (city) in  written document to investigate. The broking agency should notice to its  original business association and enter the business association of moving in.  The business association of moving in should report to the national business  union. <br>  (2)After investigation of the movement of broking agency, the aforementioned  municipal or the county (city) administration office should inform the  municipal or a county (city) administration office a broking agency moving  out. While a business office is out of the jurisdiction of administrative  division, a broking agency shall inform the administration office which the  business office is located.<br>  Article 8. <br>  (1)Within thirty days of installation of business offices, a broking agency  shall report the following items in written document according to the article  5(3) to the registered of the municipal or a county (city) administration  office.<br>  i. The title and location of the broking agency.<br>  ii. The title, location, and installing date of the business office.<br>  iii. The broker’s name, ID number and certificate number which the business  office hired.<br>  (2)The business office is an extraordinary business office according to  article 4 (x). The items of the aforementioned section(ii) shall be instead  of the purpose of installing business office, and the title, the location,  the total amount of sale & the period of installing of selling business.<br>  (3)After permit, the municipal or a county (city) administration office shall  inform the business association and the national business union. While a  business office is moving out of the jurisdiction of administrative division,  a broking agency shall submit the first and aforementioned documents to  inform the municipal or a county (city) administration office which the  business office is located.<br>  Article9. <br>  (1)Within thirty days of the changed day, a broking agency which changes the  registered items of the aforementioned article 8(1) (ii&iii) or article 8  ( 2) shall report the changed items in written document to the registered of  the administration office of the municipal or the county (city).<br>  (2)After permit, the municipal or a county (city) administration office shall  inform the business association and the national business union. While the  branch of business office is not in the jurisdiction of administrative  office, the business office shall inform the municipal or a county (city)  administration office which the branch is located. A broking agency, whose  changed item is the movement of a business office, shall inform to the  municipal or a county (city) administration office which the business office  is moving out, and inform the municipal or a county (city) administration  office which the business office is moving in with the aforementioned article  8(1) and (2) documents.<br>  Article 10.<br>  (1)Within thirty days of the dissolution of a business office, a broking  agency shall report in written document to the registration of the municipal  or a county (city) administration office.<br>  (2)After permit, the administration office shall inform the business  association of the broking agency to transfer to the national business union.  While the dissolved business office is out of the jurisdiction, the  administration office shall inform the municipal administration office in a  special municipality or a county (municipal) administration office which the  business office is located.<br>  Article11.<br>  Employing a foreigner as a real estate broker, a broking agency shall report  to the administration office according to article 5 and article 8 ( 1) or (  2) and submit the copy of the certified document of the foreigner permitting  by the central administration office.<br>  Article 12.<br>  (1)After permit, a broking agency shall enter the business association in the  near municipal administration office in a special municipality or a county  (municipal) administration office before the installation of the local  business association. <br>  (2)After the installation of local business association, the aforementioned  broking agency shall enter it. <br>  Article 13.<br>  (1)A broking agency for sale shall enter the business association in the near  municipal administration office in a special municipality or a county  (municipal) administration office before the installation of the local  business association. <br>  (2)After the installation of local business association, the aforementioned  broking agency for sale shall enter it according to the aforementioned  article.<br>  Article 13 -1.<br>  (1)A broking agency may request the return of the guaranty bond according to  article 9( 2), the following situation are</span>：<span lang=EN-US><br>  i. Applying for the dissolution of companies.<br>  ii. Applying for the dissolution of commerce.<br>  iii. After registering the changed business items, the companies and commerce  is without the real estate broking agency and selling agency but the  organization still remained.<br>  Article 13 -2.<br>  (1)A broking agency requesting a return of guaranty bond according to this  Act shall submit cessation of business documents permitted by the municipal  or a county (city) administration office and other documents designated by the  central administration office.<br>  (2)Applying the permit of cessation, a broking agency shall submit the  certified documents of dissolution of company, the suspension of commerce or  company, change of registered business items issuing by the administration  office which companies registered. <br>  (3)After permit of operation, the municipal or a county (city) administration  office shall inform the business association to transfer to the national  business union.<br>  Article 13 -3.<br>  Within thirty days of entrance the business association of a broking agency  shall report the situation to the local administration office and inform the  central administration office according to article X. When the suspension of  rights and withdrawal from the business association happen, the same thing  should be done.<br>  Article 14<br>  The municipal or a county (city) administration office shall make and keep  the following registered books and lists permanently</span>：<span lang=EN-US><br>  i. Registered book of real estate broking agent.<br>  ii. Registered book of real estate broker from other county (city).<br>  iii. The name list of real estate brokers.<br>  iv. The name list of real estate assistant brokers.<br>  v. Name List of Real Estate Broker.<br>  Article 15<br>  (1)Whoever applying for the certificate of real estate broker shall submit  the following documents to the municipal or the county (city) administration  office of his or her registered permanent residence</span>：<span lang=EN-US><br>  i. The application form.<br>  ii. The copy of ID document.<br>  iii. The two copies of applicant’s picture which 4×2.8 centimeter in size,  front view, not wearing hat within the past one year.<br>  iv. The qualification document of investigation of real estate broker and its  copy.<br>  v. The certified document of real estate assistant broker with one-year  experience and its copy.<br>  (2)After investigation of the application, the municipal or a county (city)  administration office shall issue the certificate of real estate broker and  return the aforementioned original to the qualified broker; inform the  unqualified broker to rectify within fifteen days. Expired, the  administration office shall withdraw the application and return the  aforementioned documents.<br>  Article 16.<br>  Foreigners applying for the certificates of real estate brokers shall submit  the certified documents permitting by the central administration office  according to article 38 (2) and the documents of the article 15 (1) to the  municipal or the county (city) administration office.<br>  Article 17.<br>  (1)Applying for new certificate according to article XV section1, a broker  shall submit the following documents to original institution within six  months of the expired certificate</span>：<span lang=EN-US><br>  i. Application form.<br>  ii. The certified documents of thirty-hours professional training course.<br>  iii. The original certificate of broker.<br>  (2)After investigation of the application, the municipal or the county (city)  administration office shall issue the certificate to the qualified broker;  inform the unqualified broker to rectify within fifteen days. Expired, the  administration office shall withdraw the application and return the ii and  iii documents.<br>  (3)The new certificate is valid for four year from the next day of expired  day of original certificate.<br>  (4)The new certificate shall be indicted to prolong valid date of the  original certificate.<br>  Article 18.<br>  A broker who may not apply a new certificate according to the regulations, or  be withdrawn the application, and whose original certificate is expired would  be cancelled the certificate by the original issued institution that shall  announce in public and inform the broker, the municipal or the county (city)  administration office which his or her broking agency is located , the  business association and the national business union.<br>  Article 19.<br>  (1)After the cancellation of the certificate of real estate broker according  to the aforementioned article, a broker shall submit the documents of article  15( 1) (i to iv)and the certified documents and the copy of thirty-hours  professional training course with past four years to original issued  institution for new certificate.<br>  (2)The municipal or the county (city) administration office shall conduct the  application according to article 15 (2).<br>  Article 20<br>  (1)A broker whose certificate is damaged or vanished shall narrate the reason  and submit the documents of article 15(1)(i to iv) to the original issued  institution for new certificate.<br>  (2)The municipal or the county (city) administration office shall conduct the  application according to article 15( 2).<br>  Article 21.<br>  (1)A broking agency shall display the following documents in an obvious place  in the business office according to the articles 18 and 20.<br>  i. The permit document of broking agency.<br>  ii. The certified document of membership of business association.<br>  iii. The certificates of real estate brokers.<br>  iv. The broker's fees and the paying process .<br>  (2)The aforementioned (i)(ii)(iii) documents could be displayed the copies.<br>  (3)A broking agency for sale is excluded the aforementioned (vi) document.<br>  Article 22.<br>  If the broking agency is franchise system, they shall indicate Franchise  store or Franchise system on the advertisements, signboard, and business  card. <br>  Article 23.<br>  A broking agent shall give the receipt after receiving the related documents  from clients or the counterpart with whom the client deals.<br>  Article 24.<br>  The sale and purchase, trade, lease or representative in the sale of real  estate which are not dealt with broking or the sale of real estate by a  broking agency are not suitable to the article 22(1)<br>  Article 25.<br>  At work, a broking agency shall record the situation of operating business.  The administration office may investigate or take the related records or  documents of the operating business, and ask the local broking agency and the  broking agency in other counties (cities) to install the business offices  within the time limit. The broking agency shall submit the documents of  article 5 (ii to v) or other related documents of operating business and the  instruction. The broking agency shall not evade, refuse or obstruct.<br>  Article 25–1<br>  The penalties of article 29 are executed by the municipal or the county  (city) administration office which a broking agency is located. The locations  of operating business office of broking agency , broking agency, and a  operating business place are not the same jurisdiction as broking agency,  however have one of the situations of article 29( 1) (i, ii) and section 2,  the municipal or the county (city) administration office which a broking  agency is located executed through the investigation.<br>  Article 26.<br>  (1) The penalties for article 14( 3) and article 31( 2) are executed by the  local administration office which the broking agent receives the certificate  of real estate broker or real estate assistant broker. <br>  (2) Conducting according to the aforementioned regulation, the administration  office shall announce and inform the litigant, his or her broking agency and  the business association. Nullifying or abolishing the certificate of real  estate broker, the administration office shall inform the original  institution or group issuing the certificate.<br>  Article 27.<br>  A broker agent violating the one of sections specified in Article 31(1) shall  be referred to the municipal or the county (city) administration office for  reprimand. The result of penalty shall be informed to litigant, and mail to  original local administration office issuing the certificate of real estate  broker or the certificate of real estate assistant broker for registration.<br>  Article 28.<br>  A broker agent whose certificate of real estate broker or the certified  document of real estate assistant broker is nullified or abolished according  to article 14( 3) shall apply new certificate or certified document.<br>  Article 28-1.<br>  The penalty for article 32(1) may be carried out by the following situations</span>：<span  lang=EN-US><br>  i. The municipal or the county (city) administration office which companies  and commerce are located shall execute the penalty for the companies and  commerce, and the boss. While the location of operating the business and the  registration of companies and commerce are not in the same jurisdiction of  administrative division, after investigation by the local administration  office of operating the business , the penalty shall execute by the  registered administration office of companies and commerce.<br>  ii. The municipal or the county (city) administration office of registered  permanent residence of the doer executes the penalty on the doer. While the  location of real estate broking or selling and the location of registered  permanent residence of the doer are not the same jurisdiction of  administrative division, after the municipal or the county (city)  administration office of real estate broking or selling shall investigate,  the penalty shall execute by registered administration office of the doer.<br>  Article 29.<br>  The central administration office shall make the form of books, table,  registered book & list of this Implementation Regulations. <br>  Article 30. (cancellation)<br>  Article 31.<br>  This Implementation Regulations shall be effective from the date of its  promulgation. <br>  <br>  </span></span></p>  </td>
