The Operational Strategy
 Market Oriented 

Taipei Vocational Training Center (a.k.a. TVTC) conducts industrial manpower demand and supply surveys in Taipei City job markets. Through data collection, compilation, statistical research and analysis, we find out detailed and exact gap between supply and demand. To solve the problems, first, TVTC systematically proceed job matching between industries and employment service agencies, through both public and private, to fill the human resource gap. If there is still insufficient labor force, TVTC will carry manpower development engineering out for the markets.

Demand Driven  

TVTC actively visits related industrial and commercial groups, and hosts personnel training symposium together to ascertain the manpower requirements. Then we turn to employment market, search for job seekers who are willing to work in the industry, offer them job referrals. Otherwise, if the unemployed are less qualified, we make sure providing them sufficient vocational training, effectively enhance or upgrade their competitive employment, and expedite their returns to the workplace.

 Competency Based We exploit and develop job opportunities from the members of industrial and commercial groups concerned. After Identifying occupational category and subject category of training for the target industry, TVTC designs and maps out specific training courses, instructors, materials, and hours required for job seekers, according to the job skills of common positions requested by the majority of companies.
 Employment Focused 

TVTC gives priority to “Training Co-operated with Industry” model in choice of vocational training alternatives. On this model the job opportunity is transparent. Job applicants know what kind of job available and its qualifications, and how to get it. TVTC not only equips those trainees with specific designed program, but also enhance them with adaptive practices, to make sure they can fit into the position smoothly. Most importantly TVTC follows up every newly employed at least 3 months to see if he stays in the position. If he does, we consider it as a stable employment. If not, we collect information from both employer and training graduate, analyze it, and find out the reasons for leaving. We collect useful feedback data to improve and boost the qualities of vocational training.

Taipei Vocational Training Center is one of public vocational training institutions in Taiwan. Being faced with the impacts WTO participation, globalization, special industrial type and structure of metropolis, and the dynamics of employment markets, we have to cautiously deal with the situations with forward-looking thinking, sophisticated planning, and further comprehending the new fields for development. TVTC operates in coordination the policies of Employment Insurance Act to implement the employment security system, by joining employment service systems and consolidating the functions of vocational training. We, all the colleagues and training instructors, commit our energies and resources to realize our visions step by step to empower the workforce.
