According to a survey conducted by IMD Business School in 2007, amongst more than 50 countries world-wide, the length of working hours in Taiwan is ranked 3rd in the world. However, let us ask ourselves: Is Taiwan’s productivity and economic performance also ranked 3rd in the world? This shows that our working culture has been seriously distorted, our laborers have wasted their lives in vain, and the capitalists have not benefited from the situation. None of the parties is a winner.
It goes without saying that in the capital-labor relationship, labor is relatively at a disadvantage. Though faced with unhealthy and unhappy working environments, most laborers can only accept the situation without complaints. Most laborers are powerless and unwilling to change a bad working culture. All this stems from unequal labor-capital relations. As the administrative authority of labor, we have the responsibility to do our best to rectify this inequality with the power entrusted by the law.
For this reason, as the Department of Labor, we will make every effort and use every resource in our power to request that employers provide a safe and secure working environment, hence reducing the rate of work-related accidents. Secondly, for the unemployed, we will provide individual career programs and occupational training to meet the current market demand, as well as career advice and other measures to help them to successfully find jobs.
In addition, it is also our mission to protect the legal rights of laborers in accordance with the law and labor contracts, counter improper treatment of bad employers and deal with labor disputes appropriately.
Yes, between employers as hard as a rock wall and laborers as weak as an egg, we choose to stand on the side of all laborers.
