Date Major Events January 7 The Secretariat, Taipei City Government, held the “Taipei City Command Center Press Conference in Response to the COVID-19 Epidemic.” As of November 8, 2022, 43 press conferences have been held, and more will be held depending on the pandemic situation. February 16 The Taipei City Government promulgated the “2022 official document digitization and performance evaluation methods,” requiring all agencies to approve official documents online instead of using the traditional paper-based method and re-examining its paper purchase reduction target. The Taipei City Government set an annual target of reducing paper purchases by 2%; by 2026, it will reduce paper purchases by 10%. In 2022, 99.49% of the documents received and approved by the government were created online, and 99.85% of the official documents received and approved were approved online; this numbers indicate the effective digitization of official documents. March 2 Taipei City Mayor Ko Wen-je held a video conference with Rafal Trzaskowski, the mayor of Taipei City’s sister city Warsaw, and donated €300,000 euros from Taipei City’s disaster relief account to help in handling the refugee crisis in Warsaw. March 3 The Taipei City Government hosted the “Stand with Ukraine” event at Taipei City Hall, inviting diplomatic envoys including Filip Grzegorzewski (head of the European Economic and Trade Office in Taiwan), Martin Podstavek (representative of the Slovak Economic and Cultural Office in Taipei), Guillaume Delvallee (deputy director of the French Office in Taipei), and Cyryl Kozaczewski (director of the Polish Office); Ukrainians in Taiwan; and Ukrainian student representatives in Taiwan to express their support for Ukrainian. March 14 Taipei City Government promulgated the “Guidelines for Evaluating Taipei City Government File Management,” and abolished the “Regulations for Evaluating and Rewarding/Punishing the File Management Performance of Units under the Taipei City Government,” increasing the overall quality of file management by implementing year- and class-based on-site evaluations. The 2022 annual evaluations were conducted from July 27 to September 28, and nine units were evaluated. March 28 The Secretariat, Taipei City Government, formulated the “Personal Data Protection and Management Guidelines of Secretariat, Taipei City Government” to strengthen personal data protection. March 29 The Taipei City Hall Management Office formulated the “Personal Data Protection and Management Guidelines of the Taipei City Hall Management Office” to strengthen personal data protection. April 16 The Taipei City Government hosted the “Envoy Cup Tennis Tournament” at the Taipei Tennis Center, attracting 42 participants to play or watch the tournament. These participants included envoys in Taiwan such as representatives from Poland and deputy representatives from the American Institute in Taiwan; representatives from various foreign chambers of commerce; and Ministry of Foreign Affairs personnel. May 12 The Secretariat, Taipei City Government, held seven “City-to-City International Forum Video Conferences,” during which Mayor Ko Wen-je shared with the mayors of Taipei’s sister cities his urban governance experiences with respect to areas such as sustainable carbon reduction, digital governance, and smart transportation. The last conference ended on July 28, 2022, and video conferences were held with Ricardo Quinonez Lemus (mayor of Guatemala; May 12), Yoshihiro Murai (governor of Miyagi Prefecture, Japan; May 12), Zdeněk Hřib (mayor of Prague, June 21), Jan van Zanen (mayor of The Hague; July 6), Tom Tate (mayor of the City of Gold Coast, Australia; July 15), Nobuhiro Tanabe (mayor of Shizuoka City, Japan; July 20), and Andy Foster (mayor of Wellington; July 28). May 26 The Taipei City Government revised the “Taipei City Government Document Processing Implementation Directions,” which stipulate the methods for writing official documents with response deadlines and amended the methods for calculating the processing deadlines for some types of official documents to meet practical needs. June 14 The Secretariat, Taipei City Government, Department of Information Technology (of the Taipei City Government), and iTake Inc. jointly developed a proof of concept for the “Taipei City Government Document Self-Service Pickup Locker Pilot Project,” changing the current fixed-point official document delivery method to a method involving the use of self-service pickup lockers, thereby increasing administrative efficiency. The pilot project concluded on November 18. July 19 Taipei City Mayor Ko Wen-je attended the “2022 Shanghai-Taipei City Forum” video conference and delivered a speech. Mayor Ko and Shanghai Mayor Gong Zheng jointly witnessed the signing of a memorandum of cooperation between the two cities in the fields of circular economy, smart transportation, and go. August 12 The Secretariat, Taipei City Government, held the “Taiwan Will Be: Taipei 2022 Online Exchange Conference,” which comprised nine sessions, during which Mayor Ko Wen-je and Deputy Mayor Huang Shan-shan invited experts, scholars, and citizens to exchange their views on Taipei’s visions and municipal administration. The final session was held on August 26. August 13 The Secretariat, Taipei City Government held the “Taipei City Government Head Exchange Event,” during which Mayor Ko Wen-je led the heads of first-level Taipei City Government agencies to Penghu County to observe its municipal administration and to hold a municipal exchange seminar, which ended on August 14. September 29 The Joint Services Center was opened, integrating the services provided by Taipei City Hall counters, providing single-window appointment services, and shortening the waiting time for citizens waiting in line. November 1 The Secretariat, Taipei City Government, held the “Taipei City Government 2022 File Management Education and Training” (nine sessions) to educate and train 304 people. The last session ended on November 18. December 15 Taipei City Mayor Ko Wen-je led 15 delegates, including Chen Su-hui (deputy director, Education Bureau, Taipei City Government), Wu Hsin-pei (deputy director general, Department of Economic Development, Taipei City Government), Chen Hui-min (deputy commissioner, Department of Information Technology, Taipei City Government), secretary-general Chen Chih-ming, spokesperson Chen Chih-han, and Chou Tai-chu (chief executive officer, International Affairs Advisory Council), on a visit to Singapore. In Singapore, they learned about the country’s local bilingual education, “Smart City: Digital Ambassador” policies, and local preparatory work for net zero carbon emissions by 2050. They also visited a hawker center, which serves as a basis for Singapore’s hawker culture that was selected as an intangible cultural heritage by UNESCO. December 19 The Secretariat, Taipei City Government, held the “Toward 2050 Zero Carbon Emissions Press Conference,” during which Mayor Ko Wen-je and three major shared scooter operators (i.e., iRent, WeMo Scooter, and GoShare) signed a memorandum of cooperation to replace gasoline-powered scooters with electric scooters and scooter-buying with scooter-renting to create a zero-carbon city.
The renovation of washrooms on the 2nd–5th floors of the Central South District were completed and opened for use.December 22 The Secretariat, Taipei City Government, held the “Press Conference for the 8th Anniversary of the Mayor’s Inauguration.” Mayor Ko Wen-je led the heads of first-level Taipei City Government agencies to explain to Taipei citizens the administrative achievements of the Taipei City Government. December 23 “Taipei City Hall and Surrounding Landscape Improvement Works” was completed and the space was opened to the public.
