The Department of Civil Servant Development (DCSD), Taipei City Government, receives multiple international awards and wins international recognition.
It has been more than 10 years since the DCSD established the Taipei e-Campus website. With outstanding achievement in fostering digital learning environment, we successively participated in the competitions of ASTD, IFTDO and BrandonHall Group, and have stood out among competitors from worldwide organizations and therefore honorably won the international renowned recognitions of “2011 Excellence in Practice Citation” , “2012 Certificate of Merit, Best HRD Practice” and “2012 Gold, Best in Learning Technology Implementations”.
The DCSD attributes the winning of the awards to the digitalization of the in-class course of fundamental volunteer training, which has then been put on the Taipei e-Campus website for interested individuals. After a series of marketing activities, the course has been promoted nation-wide and successfully increased the willingness of participation among potential volunteers. More importantly, many major international events held by the Taipei City Government in recent years, including 2009 Deaflympics, 2010 Floral Expo and 2011 Design Exhibitions, have also benefited from the course because they were able to train volunteers more efficiently and effectively within a short period of time through this on-line volunteer-training course, and have therefore won international acclaims. We expect that such an effective e-course will also play a major part in training and supplying quality volunteers to participate in the upcoming 2017 Universaide.
In order to better serve the hearing impaired, the DCSD also produced and launched in April, 2012 the sign language version of the volunteer training course. In addition, in keeping with new technology trends, this year we also take the initiative to develop new format of teaching materials that are compatible to App software, and expect to complete the new App course format by the end of this year. Hopefully this will enable volunteers to learn more unlimitedly at anytime, anywhere.
The DCSD also points out that it lays much emphasis on training, development and diversified learning, as well as the pursuit of excellence and continuous improvement. The international recognition the department receives not only makes us more well-known internationally, but also helps to serve the purpose of marketing Taipei’s image. In the future, the DCSD will endeavor to strengthen the scope of digital learning as wells as the development and training of civil servants, in order to elevate our municipal competitiveness.
