Article 16 of the Constitution reads: “The people shall have the rights of presenting petitions, administrative appeals, or instituting legal proceedings.” The Commission is in charge of the review of administrative appeals. Its primary task is to review the appeals against administrative actions made by agencies of the Government, which the appellants find unlawful or improper and resulting in harms to their rights and interests, in accordance with respective laws and regulations. After close reviews, and opinion expressings or oral arguments if requested, the Commission makes Appeal Decisions in the name of Taipei City Government
