The Traffic Division's Duties

Administrative Section:

1. General administration.

2. Voluntary traffic police, traffic guidance and protection, traffic assistance applications, and the enrollment of substitute-service draftees.

3. The promulgation of traffic safety.

4. Traffic amelioration and arrangement.

5. Public relations.

 

Inspector's Section:

1. Special duties: Public parades, festivity organization and planning, as well as the inspection of temporary traffic tasks.

2. Police officer education and training, as well as traffic specialization training.

3. Duties inspection, moral standards inquisitions, and discipline supervision and evaluation.

4. Peace preservation tasks and the planning and enforcement of homeland security measures.

5. Police officer services.

6. Improvement of police officers' service attitudes, and casualty consolation for on-duty police officers.

 

The Traffic Law Enforcement Section:

1. The planning and banning of traffic laws and violation statistics and appraisals of the results.

2. Illegally-parked vehicle towing.

3. The supervision of highway assistance.

4. The handling of criminal cases.

5. The planning and inspection of police districts' traffic enforcement activities.

 

The Traffic Accident Section:

1. The processing and investigation of traffic accidents.

2. The disposition of accident data.

 

General Affairs Section:

1. The examination, receipt, and periodical inspection of taxi practitioner registration certificates.

2. Short-term training for taxi drivers.

3. The elimination and banning of arterial barricades.

4. Enforcement of penalties of Articles 69-84 of the Road Traffic Management and Punishment Code.

 

The Logistics Section:

1. Residence maintenance.

2. The management and inspection of vehicle repair, weaponry, ammunition, radios, bulletproof vests, as well as oil-materials management, property registration, and control.

3. Second-class vehicle upkeep operations.

4. The auctioning and tendering of discarded vehicles.

5. The purchasing and handling of bids for promulgation items, duty appliances and assorted gear.

6. Making purchases and handling bids for the Ministry of Transportation and Communication's Special Subsidiary Fund.

7. Salaries and retirees' affairs, as well as applications for and reports of officers' incomes.

 

Administrative Services:

1. Systems operation management.

2. Research development and evaluation.

4. Archives.

 

Accounting Office:

1. Annual budget compilation, enforcement, and control.

2. The verification of revenues, expenditures and finances.

3. The compilation of branch unit budgets and final accounting.

4. Budget increases or deduction, and application of first or second backlogs.

5. The verification, arrangement, delivery of revenue and expenditure documentation.

6. The compilation and verification of bookkeeping certificates.

7. The installation and registration of accounting books.

8. The compilation and delivery of accounting reports.

9. The arrangement and management of accounting archives.

 

Personnel Office:

1. Appointments and transfers.

2. Rewards, punishments and decoration applications.

3. Attendance management.

4. Year-end evaluation.

5. Appointment, verification and qualification screening.

6. Welfare.

7. Retirement, consolation and dismissal.

8. Personnel data management.

 

The Command and Control Center:

1. Report handling for the Single-Window Service.

2. The handling and registration of traffic conditions.

3. The consultation on traffic conditions.

4. The notification and arrangement of traffic congestion-causing obstacles.

5. The report on disposition of traffic accidents.

6. Severe vehicle violation towing.

7. Towing services for side-by-side parking in lanes, alleys or vehicle obstacles in exits and entrances.

8. Immediate traffic reports.

9. Reactions to and the disposition of traffic signal failures.

10. The command, control and dispatch of traffic-police persons' duties.

11. The handling of the illegal parking report of the "1999 Hot Line".

 

Joint Service Center:

1. The handling of heavy goods vehicles permit applications.

2. Immediate towing service and general traffic regulations complaints.

3. The handling of public traffic accident inquiries and consequences.

4. The handling of applications for traffic accident schemata and analytic tableaus.

6. Applications, receipt, and renewal of taxi practitioner registration certificates.

7. The notification of taxi practitioner registration certificate annual overdue checks and alterations.

8. The handling of taxi practitioner registration certificate enrolment, including transferred cases from other counties and cities.

9. The handling of annual examinations, transference, losses, damages re-issuance, and changes regarding. taxi practitioner registration certificates.


Directly Affiliated Units:

Direct Affiliated Unit 1: Car towing and roadblock elimination. 

Direct Affiliated Unit 2: Enforcing illegal parking reports and towing via private tow trucks rented by the Parking Management and Development Office.

Direct Affiliated Unit 3: Patrol and road situation reports and the mobile arrangement of sudden traffic congestion situations, temporary duties and special-guard duties.
