On November, 30 2016, Taipei city council passed the third reading of amendment to Taipei City Autonomous Act on Workfare Programs to promote labor rights and working conditions of workfare programs workers.

After the day of promulgation, Taipei City Autonomous Act on Workfare Programs amendment essential points are as follows:

1. A worker shall be entitled to take leave for wedding, funeral, sickness or other proper causes.
2. Adjusting wages calculation by per hour.
3. Applicant qualifications reduced to low-income and middle-to-low-income households.
4. Setting the working year limitations to urge low-income and middle-to-low-income households into labor market.
